Recalls that market-orientated production, direct payments and competitiveness are at the heart of any insurance against risk, and that it is also incumbent on farmers to take account of and anticipate risk; supports the Member States, in this context, in making national risk insurance instruments available to farmers without renationalisation and distortion of the markets; takes the view, therefore, that the Commission should devise common rules on optional support from Member States for risk management systems, possibly by creating common rules conforming to WTO rules in the common market organisation, in order to eliminate any distortion of competition in the internal market; calls, furthermore, on the Commission to notify all measures to introduce risk management and to submit an appropriate impact assessment with the legislative proposals;
