(13) Afin de veiller davantage à ce que les pays tiers offrent, entre autres, aux transporteurs communautaires un traitement comparable, il convient d'instituer une procédure permettant à la Communauté d'agir plus efficacement à l'encontre des pays tiers qui n'accordent pas un traitement comparable à celui accordé dans la Communauté.
(13) In order better to ensure that, amongst other things, third countries grant Community carriers comparable treatment, a procedure should be established enabling the Community more efficiently to take action against third countries which do not grant treatment comparable to that granted in the Community.

Cette disposition du traité ne confère en soi aucun pouvoir à la Communauté pour agir sur le plan international, mais s'applique chaque fois que la Communauté souhaite conclure un accord conformément à un pouvoir figurant explicitement ou implicitement dans le traité.

(15) In order better to ensure that third countries offer Community carriers comparable treatment, a procedure should be established enabling the Community more efficiently to take action against third countries which do not grant comparable treatment to that granted in the Community.

(4) Dans cette perspective, il convient de prévoir, en appui des politiques et programmes communautaires existants, un mécanisme permettant à la Communauté d'agir de façon urgente afin de contribuer au rétablissement ou à la sauvegarde des conditions normales d'exécution des politiques entreprises, de telle sorte que leur efficacité soit préservée.
(4) Accordingly, it is important that provision be made for a mechanism that will underpin existing Community policies and programmes and enable the Community to take urgent action to help re-establish or safeguard normal conditions for the execution of the policies undertaken, in order to preserve their effectiveness.
