Stresses that implementing legislation on the protection of minorities and cultural rights remains an important challenge in Kosovo; points out the need to implement the legislation on cultural heritage and the Serbian Orthodox Church, as well as the strategy and action plan for the Roma, Ashkali and Egyptian communities, whose situation on the ground is still a major cause for concern; while welcoming the fact that some progress has been made towards improving the livelihoods of Roma, Askhali and Egyptian communities, remains concerned about their situation, given that children in particular remain vulnerable and marginalised; stresses the need to address the situation of Roma as a key human rights issue; calls on the authorities and the Commission to give adequate attention to improving the living conditions of these communities, including their access to education; stresses the position of Croatian, Bosniak, Ashkali, Turkish, Gorani and Balkan-Egyptian minorities with regard to the importance of multilingual education, for the purpose of ensuring that these ethnic minorities do not feel politically isolated;

They should also monitor developments in the pricing of voice and data services for mobile customers when roaming within the Community including, where appropriate, the specific costs related to roaming calls made and received in the outermost regions of the Community and the need to ensure that these costs can be adequately recovered on the wholesale market, and that traffic steering techniques are not used to limit choice to the detriment of customers.

(5) Afin de consolider les actions de la Communauté et des États membres dans le domaine de la protection des intérêts financiers de la Communauté, y compris la lutte contre la contrebande et la contrefaçon de cigarettes, le nouveau programme devrait encadrer toutes les dépenses opérationnelles relatives aux actions générales de lutte antifraude de la Commission (OLAF) dans un acte de base unique.
(5) In order to consolidate the activities of the Community and the Member States in the field of the protection of the Community's financial interests, including the fight against cigarette smuggling and counterfeiting, the new programme should cover all operational expenditure relating to the Commission's (OLAF's) general anti-fraud activities in a single basic act.

(1) La Communauté et les États membres se sont fixé pour objectif de combattre la fraude et toute autre activité illégale portant atteinte aux intérêts financiers de la Communauté, y compris la contrebande et la contrefaçon de cigarettes.
(1) The Community and the Member States have set themselves the objective of countering fraud and any other illegal activities affecting the Community's financial interests, including cigarette smuggling and counterfeiting.

Consequently, and in accordance with Article 10 of the Treaty establishing the European Community, Member States individually and collectively have the obligation to take all appropriate measures, whether general or particular, to ensure fulfilment of the obligations resulting from action taken by the institutions of the Community, including the Community's quantified emission reduction commitment under the Protocol, to facilitate the achievement of this commitment and to abstain from any measure that could jeopardise the attainment of this commitment.

2. Le mécanisme a pour but de contribuer à garantir une meilleure protection, en premier lieu, des personnes, mais également de l'environnement et des biens, y compris du patrimoine culturel, en cas d'urgence majeure, c'est-à-dire de catastrophe naturelle, technologique, radiologique ou environnementale, survenant à l'intérieur ou à l'extérieur de la Communauté, y compris de pollution marine accidentelle, telle que prévue par la décision n° 2850/2000/CE du Parlement européen et du Conseil du 20 décembre 2000 établissant un cadre communautaire de coopération dans le domaine de la pollution marine accidentelle ou intentionnelle(9).
2. The mechanism is intended to help ensure better protection, primarily of people but also of the environment and property, including cultural heritage, in the event of major emergencies, i.e. natural, technological, radiological or environmental accidents occurring inside or outside the Community, including accidental marine pollution, as provided for in Decision No 2850/2000/EC of the European Parliament and of the Council of 20 December 2000 setting up a Community framework for cooperation in the field of accidental or deliberate marine pollution(9).

2. La Commission, en liaison avec les États membres et sur la base d'un échange d'informations mutuel et régulier, y compris sur place, notamment les documents concernant le cadre stratégique, les programmes indicatifs pluriannuels et les programmes d'action annuels visés à l'article 3, ainsi que la préparation des projets et le suivi de leur mise en oeuvre, assure la coordination effective des efforts d'assistance entrepris par la Communauté, y compris la BEI, et chaque État membre afin de renforcer la cohérence et la complémentarité de leurs programmes de coopération.
2. In liaison with the Member States and on the basis of a regular mutual exchange of information, including on the spot, particularly as regards strategy papers, multiannual indicative programmes and annual action programmes and the preparation of projects and monitoring of their implementation, the Commission shall ensure effective coordination of the assistance efforts made by the Community, including the EIB, and by each Member State, in order to make their cooperation programmes more consistent and complementary.

La Communauté s'engage, en outre, à consulter les États ACP sur toute décision bilatérale ou multilatérale susceptible d'affecter la position concurrentielle de l'industrie ACP du rhum sur le marché de la Communauté, y compris sur des réductions tarifaires et l'élargissement de la Communauté.
