3. Economic cooperation The parties will undertake, insofar as available funds allow, to encourage mutually advantageous economic cooperation aimed at: - improving the economic environment in Vietnam and provide easier access to Community know-how and technology; - facilitating contacts between economic agents and take other measures to encourage trade and investment; - increasing mutual understanding of each other's economic and cultural environments to create a better basis for efficient cooperation. Particular attention will be devoted to supporting Vietnam in its continuing efforts to make the transition to a free-market economy by supplying Community technical assistance in strategically important areas, to be decided by mutual agreement.
