23. salue l'établissement, par le gouvernement malien, d'une commission nationale de dialogue et de réconciliation le 6 mars 2013, avec un mandat de deux ans; maintient que la commission nationale doit être aussi représentative que possible, et qu'elle doit produire des résultats dès que possible; salue en particulier, à cette fin, le caractère inclusif de la composition de la commission nationale, comme on peut le voir d'après les vice-présidents, qui représente l'engagement envers l'inclusion et le pluralisme dans le processus politique; observe que la commission nationale est chargée de recueillir des informations sur les violations des droits de l'homme commises depuis le début du conflit; encourage par ailleurs la commission à examiner les problèmes qui ont déclenché la crise au Mali, à enquêter de manière transparente et exhaustive sur les allégations d'abus et de discriminations à l'encontre des communautés touareg depuis l'indépendance du Mali, ainsi qu'à formuler des recommandations pour des améliorations utiles; se félicite en outre de la désignation, par le gouvernement malien, d'un envoyé pour poursuivre le dialogue avec les groupes armés dans le nord du pays; exprime par conséquent l'espoir sincère que le paysage postélectoral au Mali facilitera un dialogue renforcé ainsi que la confiance entre les communautés, conditions essentielles à la paix et à la stabilité, et que toutes les communautés maliennes s'engageront à apprendre à leurs enfants la tolérance et le respect mutuels; invite l'Union européenne et ses partenaires de la communauté internationale à soutenir pleinement le processus de réconciliation nationale et de dialogue inclusif;
23. Welcomes the Malian Government’s establishment of a National Commission for Dialogue and Reconciliation on 6 March 2013, to serve for a two-year term; maintains that the National Commission must be as broadly representative as possible, with practical results produced as soon as possible; welcomes in particular, to this end, the National Commission’s inclusive membership, as evidenced by its vice-presidents, as a commitment to inclusiveness and plurality in the political process; notes that the National Commission is tasked with documenting human rights violations that have occurred since the beginning of the conflict; encourages further the Commission to explore the issues which gave rise to the Malian crisis, to investigate openly and comprehensively allegations of abuses and discrimination against Tuareg communities since Malian independence, and to make recommendations for meaningful improvements; further welcomes, furthermore, the Malian Government’s appointment of an envoy to continue dialogue with the armed groups in the north; expresses, in this connection, its sincere hope that the post-electoral landscape in Mali will facilitate enhanced dialogue and trust between communities as a pre-requisite for peace and stability, and that all Malian communities will commit to educating children about mutual tolerance and respect; calls on the EU and its partners in the international community to support fully this process of national reconciliation and inclusive dialogue;
