(41) As regards Liechtenstein, this Regulation constitutes a development of the provisions of the Schengen acquis within the meaning of the Protocol between the European Union, the European Community, the Swiss Confederation and the Principality of Liechtenstein on the accession of the Principality of Liechtenstein to the Agreement between the European Union, the European Community and the Swiss Confederation on the Swiss Confederation's association with the implementation, application and development of the Schengen acquis which fall within the area referred to in Article 1, point A, of Decision 1999/437/EC read in conjunction with Article 3 of Council Decision 2011/350/EU .

Permettez-moi de vous donner trois exemples au niveau international : si vous voyagez en Guinée équatoriale, vous vous rendrez compte que la délégation de la Commission sur place est celle de la Commission des Communautés européennes et non de l’Union européenne ; si vous écoutez notre représentant auprès des Nations unies, vous constaterez qu’il est représentant des Communautés européennes et non de l’Union ou, même, vous pourrez voir avec satisfaction qu’il existe un engagement de la part de l’ensemble de l’Europe afin d’approuver à très court terme le protocole de Kyoto et vous vous rendrez compte que ce n’est pas l’Union européenne qui va l’approuver mais les Communautés européennes.
I would now like to give you three examples of this in an international setting. We could go to a country such as Equatorial Guinea and see that the Commission delegation there is the Commission of the European Communities and not that of the European Union; we can listen to our representative in the United Nations and notice that he or she is from the European Communities and not the European Union, or, we see that a commitment made by a united Europe to very speedily endorse the Kyoto Protocol is not in fact endorsed by the European Union but the European Communities.
