Calls on the Romanian Government to take further steps in the field of protection of minority communities, since the Commission's monitoring report of September 2006 states that only limited progress can be reported in that field and since implementation is not fully satisfactory; notes that the Commission report mentions that the European Monitoring Centre on Racism and Xenophobia (EUMC, the expected future EU Fundamental Rights Agency) will continue its monitoring after accession of Bulgaria and Romania with respect to the fight against racism and related discrimination and to the support of positive integration of minority communities; in this context:

e) que la Communauté européenne continuera de participer au financement d'EGNOS en lui allouant une ligne budgétaire distincte dans le cadre du budget communautaire des réseaux transeuropéens (TEN), au titre des perspectives financières actuelles et conformément au règlement financier du réseau transeuropéen de transport (RTE-T), et qu'elle envisagera de poursuivre sa participation à ce financement après 2006;
e) the European Community will further contribute to EGNOS funding in the framework of Community budget for the trans-European networks (TENs) under the present Financial Perspectives, as a separate item and in accordance with the TEN-T financial regulation, and that it will consider further contributing to this funding after 2006 ;

The Community will also continue to be involved, after the municipal elections, in ensuring sustainable democracy at grassroots level.

Whereas a satisfactory balance between supply and demand in world shipbuilding has still not been fully established, so that prices remain depressed; whereas the competitive pressures on Community shipbuilders are expected to grow further as overall ship demand after the year 2000 is predicted to fall and available world shipbuilding capacity is expected to continue to rise;
