Puisque l’on parle du continent américain, Madame la Présidente, je crois qu’il est vital de soutenir les efforts déployés par la Commission et, plus particulièrement, par la commissaire Benita Ferrero, en vue de conclure des accords d’association avec l’Amérique centrale et, par-dessus tout, concernant la nouvelle orientation qu’il convient de donner aux négociations avec la communauté andine.
Talking about the American continent, Madam President, it is vital to support the efforts of the Commission, and Commissioner Benita Ferrero in particular, to conclude association agreements with Central America, and especially the new direction to be taken in the negotiations with the Andean Community.

The Madrid Summit has not been able to respond definitively to this wish of Parliament’s, but there has been substantial progress in the sense that conclusions include a prospect for association in terms of relations with the countries of the Andean Community and the Central American Community, since they cannot be discriminated against in comparison with other geographical areas, and therefore when the system of generalised preferences expires in 2004 they can aspire to this future association.

Nor has the Commission sought to work together with Parliament on legislative initiatives, tending rather to side with the Council, as was the case both over the inclusion of Pakistan in the GSP drugs regime - despite warnings from the Andean and Central American countries and from Parliament itself - and in its high-handed attitude to the proposal put forward in 2001 by Parliament, and more to the point by the Latin American beneficiary countries, to devote a specific regulation to Community cooperation with Latin American countries, blatantly disregarding the Parliament’s role as co-legislator in an area covered by the codecision procedure.
