Les États membres veillent à ce que, pour la réalisation de brefs reportages d’actualité, tout organisme de radiodiffusion télévisuelle établi dans la Communauté ait accès, dans des conditions équitables, raisonnables et non discriminatoires, à des événements d’un grand intérêt pour le public qui font l’objet d’une transmission exclusive par un organisme de radiodiffusion télévisuelle relevant de leur compétence.
1. Member States shall ensure that for the purpose of short news reports, any broadcaster established in the Community has access on a fair, reasonable and non-discriminatory basis to events of high interest to the public which are transmitted on an exclusive basis by a broadcaster under their jurisdiction.

Under the conditions laid down by national law, each Member State shall authorise assurance undertakings with head offices within its territory to transfer all or part of their portfolios of contracts, concluded under either the right of establishment or the freedom to provide services, to an accepting office established within the Community, if the competent authorities of the home Member State of the accepting office certify that after taking the transfer into account, the latter possesses the necessary solvency margin.
