Notes with satisfaction that the international community almost unanimously rejects the unilateral declaration of independence of South Ossetia and Abkhazia; deplores the recognition by the Russian Federation of the independence of Abkhazia and South Ossetia as contrary to the international law; calls on all parties to respect the Ceasefire Agreement of 2008 as well as to guarantee the safety and free access of EUMM personnel on the ground and calls on Russia to honour its commitment to withdraw its troops to the positions held before the outbreak of the August 2008 war; notes with concern the agreement of 17 February 2010 between the Russian Federation and the de facto authorities of Abkhazia to establish a Russian military base in Abkhazia without the consent of the Government of Georgia and notes that such an agreement is in contradiction with the Ceasefire Agreements of 12 August and 8 September 2008;

Notes with satisfaction the progress made by Serbia, and in particular its unilateral implementation of the Interim Agreement; is of the opinion that such unilateral implementation, carried out against the background of the financial crisis, shows that country's commitment to moving forward on the path to membership of the Union; therefore urges the Council to decide on the ratification of the Interim Agreement without delay; requests Serbia to cooperate fully with the ICTY; welcomes in this respect the report, submitted on 4 June 2009, of the Chief Prosecutor of the ICTY, stating that Serbia has made additional progress in its cooperation with the ICTY; attaches importance to the fact that prosecutions are continuing in the War Crimes Chamber of the Belgrade District Court; welcomes the signing of the police protocol by the Serbian authorities with the European Union Rule of Law Mission in Kosovo (EULEX KOSOVO) and calls on Serbia to further step up its cooperation with EULEX KOSOVO, especially as regards EULEX KOSOVO's operations in northern Kosovo; regrets the call addressed by the Serbian authorities to the Kosovo Serbs for a boycott of the local elections on 15 November 2009 and urges them to adopt a constructive approach aimed at encouraging the active participation of the Kosovo Serb community in the Kosovo institutions;

Les autorités serbes ont décidé de mettre en œuvre unilatéralement, à partir du 30 janvier 2009, les concessions commerciales prévues par l'accord intérimaire sur le commerce et les mesures d'accompagnement entre la Communauté européenne et la République de Serbie signé le 29 avril 2008, mais qui n'est provisoirement pas appliqué par la Communauté européenne.
As of 30 January 2009 the Serbian authorities have decided to implement unilaterally the trade concessions in the Interim Agreement on trade and trade-related matters between the European Community and the Republic of Serbia signed on 29 April 2008 but provisionally not implemented by the European Community.

La Serbie-et-Monténégro n'a pas conclu de tels accords avec l'UE et bénéficie de contingents accordés unilatéralement par la Communauté.
Serbia and Montenegro have not concluded such agreements with the EU and benefit from quotas granted unilaterally by the Community.
