Lors de cette réunion, le groupe consultatif a établi, d'un commun accord, après examen de la proposition de règlement du Conseil concernant la refonte du règlement (CE, Euratom) n° 1150/2000 du Conseil du 22 mai 2000 portant application de la décision 2007/436/CE, Euratom relative au système des ressources propres des Communautés européennes, qu'il aurait fallu, pour être entièrement conforme aux dispositions prévues par l'accord interinstitutionnel, que l'exposé des motifs accompagnant la proposition motive chaque modification de fond proposée et indique avec précision les dispositions de l'acte précédent qui restent inchangées dans la proposition, comme le prévoient les points 6 a) ii) et iii) dudit accord.
At that meeting, an examination of the proposal for a Council Regulation recasting Council Regulation (EC, Euratom) No 1150/2000 of 22 May 2000 implementing Decision 2007/436/EC, Euratom on the system of the European Communities own resources resulted in the Consultative Working Party’s establishing by common accord that, as regards the explanatory memorandum accompanying the proposal, in order to be drafted in full compliance with the relevant requirements laid down by the Inter-institutional Agreement such a document should have stated the reasons for each proposed substantive amendment, as is provided for under point 6(a)(ii) of that agreement, and should have specified which provisions of the earlier act remain unchanged in the proposal, as is provided for under point 6(a)(iii).

Reiterates that it is crucial to coordinate EU assistance on the basis of a joint approach with international actors under a common strategy; welcomes the strategic consensus between the Government of Afghanistan and the international community on a renewed and enduring partnership for the next decade, as stated in the conclusions of the Tokyo Conference on Afghanistan and the Tokyo Mutual Accountability Framework;

Calls on the Commission to indicate, as regards the own resources sector, which further actions it will undertake to put a stop to the fraudulent importing of televisions, cigarettes and counterfeit goods in general; in this context, welcomes the fact that OLAF has been able to open an office in China; urges the Commission to step up the fight against counterfeiting; calls on the Commission to report back in the context of the annual report on the protection of the Communities' financial interests for 2007, which will be published in July 2008, on the initiatives and action taken on the basis of Parliament's resolution of 11 October 2007 on the implications of the agreement between the Community, Member States and Philip Morris on intensifying the fight against fraud and cigarette smuggling and the progress made in implementing the recommendations of Parliament's Committee of Inquiry into the Community Transit System ;
