Que, de l’avis de la Chambre, le gouvernement devrait: a) reconnaître que la construction et l’entretien des infrastructures jouent un rôle vital dans la création et le maintien des emplois, et que les infrastructures sont des actifs stratégiques qui soutiennent des communautés vibrantes, prospères et durables; b) agir dès maintenant pour contrer la crise des infrastructures délabrées et les risques que celles-ci posent pour l’économie, la sécurité et la qualité de vie des Canadiennes et Canadiens; c) développer un cadre législatif comportant des objectifs clairs et qui prévoient la conclusion, avec les provinces, les territoires, les municipalités, les communautés des Premières nations, Inuit et Métis, d’accords permettant un financement durable, prévisible et à long terme des infrastructures; d) collaborer avec les partenaires pour encourager l’utilisation de modèles d’infrastructures durables et innovateurs et l’élaboration d’un code de normes de construction durable pour favoriser la conservation de l’énergie et de l’eau ainsi que la réduction des gaz à effet de serre, et tenir compte de l’évolution démographique et des connexions changeantes entre régions rurales et urbaines; e) indexer le Fonds de la taxe sur l’essence en fonction de la croissance de l’économie et de la population, et augmenter par un cent le litre le transfert des recettes tirées de la taxe sur l'essence, et considérer d’autres mécanismes alternatifs de financement afin d’assurer que les municipalités, grandes ou petites, ont la capacité à long terme de construire et d’entretenir les infrastructures publiques; f) reconnaître sa responsabilité financière exclusive et annoncer immédiatement son intention de remplacer le Pont Champlain.
That, in the opinion of the House, the government should: (a) recognize that the construction and maintenance of public infrastructure plays a vital role in the creation and protection of jobs, and that infrastructure is a strategic asset that supports vibrant, prosperous and sustainable communities; (b) act immediately to counter the crisis of crumbling infrastructure and the very real risks it poses to the economy, security, and the quality of life of Canadians; (c) develop a legislative framework, with clear targets, to provide sustainable, predictable and long term infrastructure funding agreements with provinces, territories, municipalities, First Nations, Inuit and Métis communities; (d) cooperate with stakeholders to encourage the use of sustainable and innovative infrastructure design models, and to develop sustainable building codes that favour energy and water conservation and the reduction of greenhouse gas emissions, and take into account changing demographics and evolving rural-urban linkages; (e) index the Gas Tax Fund to economic and population growth and increase the existing gas tax transfer by one cent per litre, and consider other alternative funding mechanisms to ensure municipalities, large and small, have the long-term capacity to build and maintain public infrastructure; and (f) acknowledge its exclusive financial responsibility for, and immediately announce its intention to replace, the Champlain Bridge.

In contrast to Joint Technology Initiatives (JTI) constituted as Joint Undertakings of which the Community is a member and to which it makes financial contributions, a European Research Infrastructure Consortium (hereinafter referred to as ‘ERIC’) should not be conceived as a Community body within the meaning of Article 185 of Council Regulation (EC, Euratom) No 1605/2002 of 25 June 2002 on the Financial Regulation applicable to the general budget of the European Communities (6) (the Financial Regulation), but as a legal entity of which the Community is not necessarily a member and to which it does not make financial contributions within the meaning of Article 108(2)(f), of the Financial Regulation.

Considering that European research infrastructures are in competition with those of the Community’s global partners which are and will be strongly investing in modern large-scale research infrastructures, and that these infrastructures are becoming increasingly complex and expensive, often placing them beyond the reach of a single Member State or even continent, it is now necessary to exploit and develop the full potential of Article 171 of the Treaty by establishing a framework containing the procedures and conditions for the setting-up and operation of European Research Infrastructures at Community level which are necessary for the efficient execution of the Community’s RTD programmes.

1. La présente directive vise à fixer les règles générales destinées à établir l'infrastructure d'information géographique dans la Communauté européenne (ci-après dénommé «INSPIRE»), aux fins des politiques environnementales communautaires et des politiques ou des activités de la Communauté susceptibles d'avoir une incidence sur l'environnement.
1. The purpose of this Directive is to lay down general rules aimed at the establishment of the Infrastructure for Spatial Information in the European Community (hereinafter referred to as Inspire), for the purposes of Community environmental policies and policies or activities which may have an impact on the environment.

* Assistance for improving the local infrastructure: this assistance should help to ensure that the presence of refugee communities doesn't put to much strains on local infrastructure (be it social infrastructure, water supply, environment, energy, transport networks etc.), and brought benefits rather than problems to the refugee-affected communities, taking into account their genuine needs and aspirations.

Et on ne peut pas dire que le programme d'infrastructures national que nous venons d'implanter est un programme incohérent, qui ne tient pas compte des provinces, qui ne tient pas compte des communautés, puisqu'il n'y aurait pas de programme d'infrastructures national, si chaque communauté n'avait pas soumis des demandes, à la fois approuvées par les gouvernements provinciaux et national, concernant le programme d'infrastructures.

Les grandes lignes d'action proposées sont les suivantes : - l'ouverture progressive et totale à la concurrence du marché des terminaux de télécommunication ; - l'ouverture significative à la concurrence du marché des services des télécommunications, à l'exception à ce stade d'un nombre limité de services de base considérés comme indispensables pour satisfaire les objectifs d'un service public ; - le droit d'offrir des services transfrontaliers dans la Communauté ; - le maintien de droits exclusifs ou spéciaux accordés aux administrations de télécommunications (exploitants publics ou privés) pour la prestation et la gestion des infrastructures des réseaux ainsi que la reconnaissance du rôle central des administrations des télécommunications (exploitants publics ou privés) dans l'établissement des générations futures des infrastructures de télécommunications ; - la séparation nette entre les fonctions de réglementation et les fonctions d'exploitation des entreprises publiques ou privées gérant les réseaux ; - l'ouverture du marché des stations terrestres de satellite, pour autant que cet équipement soit assimilé à des terminaux de télécommunication plutôt qu'à de l'infrastructure ; - la reconnaissance du fait que les tarifs des télécommunications devraient suivre l'évolution des coûts ; - l'établissement d'un consensus entre partenaires sociaux pour ménager les transitions et exploiter au mieux l'évolution des réseaux et des services pour créer des emplois nouveaux ; - la contribution au désenclavement et au développement économique des régions "périphériques" dans la Communauté grâce aux télécommunications; - l'établissement de positions communes de la Communauté en vue de diverses négociations internationales (GATT, UIT, etc). - enfin, en matière de normalisation, la Commission prône la création d'un Institut Européen de Standardisation. The main lines of action proposed are as follows : - phase complete opening of the terminal equipment market to competition ; - substantial opening of the telecommunications services market to competition with the exception, at this stage, of a limited number of basic services considered essential to satisfy current public service goals ; - the right to cross-frontier provision of services in the Community ; - continuation of exclusive or special rights for the telecommunications administrations (public or private carriers) regarding provision and operation of the network infrastructure, and recognition of the central role of telecommunications administrations (public or private carriers) in the establishment of future generations of infrastructures ; - clear separation of the regulatory and operational functions of publics or private undertakings managing networks ; - opening-up of the market in satellite ground stations in so far as such equipement should be assimilated with telecommunications terminals rather than infrastructure ; - recognition of the fact that telecommunications tariffs should follow cost trends ; - development of a consensus by both sides of industry to smooth the transitions and take maximum advantage of the development of networks and services to create new jobs ; - fastening of economic development and reduction of the isolation of the outlying regions of the Community through telecommunications ; - establishment of common positions in the various international bodies (GATT, ITU, etc) ; - finally, as regards standardization, the Commission recommends the creation of a European Standards Institute : a small core team bringing together experts from public and private network operators and experts seconded by the industry would substantially accelerate the elaboration of the standards and technical specifications indispensable for an open and competitive market environment and the development of "made in Europe" Information Technolog ...

The Commission proposes the following priority actions as meeting these general criteria: - studies and preparatory work - construction of a combined transport network based on the results of a study which is now under way - development of new telecommunication and teleinformation technologies to improve traffic management and information to drivers - improvement of the Paris-Madrid-Barcelona-Lisbon-Porto-Algeciras road and rail transit routes - improvement of infrastructure associated with the Channel Tunnel - construction of a high-speed rail line between Paris, London, Brussels, Amsterdam and Cologne (1) COM (88) 340 ./. - 2 - - improvement of the north-south transit link in Ireland to serve the ports of Larne, Belfast, Dublin and Rosslare - modernisation of the north-south inland waterway netweork between the Netherlands, Belgium and France - construction of the `Scandinavian link' - modernisation of the transit routes between Southern Germany/Italy- Greece - international links in frontier areas - improvement of other Alpine transit routes, especially into Italy Financial assistance A declaration that a particular project is of European importance would make it eligible for support from the Community funds allocated for transport infrastructure and from other Community sources of capital.
