Protocol to the Euro-Mediterranean Agreement establishing an association between the European Communities and their Member States, of the one part, and the State of Israel, of the other part, on a framework Agreement between the European Community and the State of Israel on the general principles governing the State of Israel’s participation in Community programmes [Official Journal L 129 of 17.5.2008].

Un accord conclu dans le domaine des transports aériens au niveau communautaire introduirait des conditions de concurrence homogènes pour tous les transporteurs communautaires et israéliens, et permettrait aux passagers de tous les États membres de bénéficier de conditions similaires et d’une concurrence accrue entre les transporteurs aériens, qui pourrait se traduire par des services aériens plus développés, moins chers et de meilleure qualité entre l'UE et Israël.

Du point de vue du Conseil, la participation d’Israël au programme communautaire se situe dans la perspective du rehaussement des relations bilatérales qu’a l’Union avec Israël, sur laquelle le Conseil a envoyé un signal le 16 juin dernier à l’occasion du 8 Conseil d’association avec Israël, rehaussement qui s’inscrit dans le cadre de la politique européenne de voisinage renforcée.
From the Council’s point of view, Israel’s participation in the Community programme needs to be seen from the perspective of the upgrading of the Union’s bilateral relations with Israel, in which regard the Council sent a signal on 16 June at the 8th Association Council with Israel. This upgrading fits in with the strengthening of the European Neighbourhood Policy.

Les entités juridiques de la Communauté participent aux programmes et projets de recherche israéliens sur des thèmes équivalents à ceux du septième programme-cadre communautaire, et ce dans les mêmes conditions que celles applicables aux entités juridiques d'Israël, sous réserve des modalités et conditions établies dans les annexes I et II. Une entité juridique établie dans un autre pays associé au septième programme-cadre communautaire (pays associé) a les mêmes droits et obligations en vertu de cet accord que les entités juridiques établies dans un État membre, à condition que ledit pays associé ait également accepté d'octroyer aux entités juridiques d'Israël des droits et obligations identiques.
Legal entities of the Community shall participate in Israel’s research programmes and projects in themes equivalent to those of the Seventh EC Framework Programme under the same conditions as those applicable to legal entities of Israel, subject to the terms and conditions established by Annexes I and II. A legal entity established in another country associated to the Seventh EC Framework Programme (Associated Country) enjoys the same rights and obligations under this Agreement as legal entities that are established in a Member State provided that the Associated Country in which the entity is established has agreed to award legal entities from Israel the same rights and obligations.

1. Sous réserve des modalités et conditions établies par ou évoquées dans les annexes I et II, les entités juridiques d'Israël participent aux actions indirectes et aux activités du Centre commun de recherche menées au titre du septième programme-cadre communautaire dans les mêmes conditions que celles applicables aux entités juridiques des États membres de l'Union européenne. Pour les organismes de recherche israéliens, les conditions et modalités applicables à la soumission et à l'évaluation des propositions ainsi qu'à l'attribution et à la conclusion des conventions de subvention et/ou des contrats dans le cadre des programmes communautaires sont les mêmes que celles applicables aux conventions de subvention et/ou aux contrats conclus dans le cadre de ces programmes avec des entités de recherche de la Communauté, compte tenu des intérêts mutuels de la Communauté et d'Israël.
1. Legal entities of Israel shall participate in indirect actions and in activities of the Joint Research Centre of the Seventh EC Framework Programme under the same conditions as those applicable to legal entities of Member States of the European Union, subject to the terms and conditions established by, or referred to, in Annexes I and II. For Israeli research entities, the terms and conditions applicable for the submission and evaluation of proposals and those for the granting and conclusion of grant agreements and/or contracts under Community programmes shall be the same as those applicable for grant agreements and/or contracts concluded under the same programmes with research entities in the Community, taking into account the mutual interests of the Community and Israel.

Les plans d'actions PEV déjà approuvés et en vigueur avec dix partenaires PEV (Arménie, Autorité palestinienne, Azerbaïdjan, Géorgie, Israël, Jordanie, Maroc, Moldova, Tunisie et Ukraine) ou en passe d'être adoptés (Égypte, Liban) contiennent un énoncé type indiquant que la PEV ouvre de nouvelles perspectives de partenariat, notamment «la possibilité d'une ouverture graduelle ou d'une participation renforcée dans certains programmes communautaires».
ENP Action Plans so far agreed and in force with ten ENP partners (Armenia, Azerbaijan, Georgia, Israel, Jordan, Moldova, Morocco, the Palestinian Authority, Tunisia, and Ukraine) or currently in the process of adoption (Egypt, Lebanon) contain standard wording to the effect that the ENP opens up new Partnership Perspectives including “possibilities of gradual opening of or reinforced cooperation in relevant Community programmes”.
