Afin d'accroître l'efficacité et l'efficience, la Commission se concentrera sur la phase de mise en œuvre du plan SET et continuera à renforcer la coordination des programmes communautaires existants dans le domaine de l'énergie et d'autres initiatives communautaires telles que le programme énergétique européen pour la relance et l'utilisation de 300 millions de quotas communautaires réservés au titre du système d'échange de quotas d'émission pour des projets de démonstration.
To increase effectiveness and efficiency, the Commission will focus on the implementation phase of the SET-Plan and continue to improve the coordination of existing Community Programmes in the field of energy and of other Community initiatives, such as the European Energy Programme for Recovery and the use of the 300 million EU Allowances set aside under the ETS for demonstration projects.

La présente directive est complémentaire par rapport aux instruments communautaires existants, tels que la directive 92/75/CEE du Conseil du 22 septembre 1992 concernant l’indication de la consommation des appareils domestiques en énergie et en autres ressources par voie d’étiquetage et d’informations uniformes relatives aux produits , le règlement (CE) no 1980/2000 du Parlement européen et du Conseil du 17 juillet 2000 établissant un système communautaire révisé d’attribution du label écologique , la directive 2002/96/CE du Parlement européen et du Conseil du 27 janvier 2003 relative aux déchets d’équipements électriques et électroniques (DEEE) , la directive 2002/95/CE du Parlement européen et du Conseil du 27 janvier 2003 relative à la limitation de l’utilisation de certaines substances dangereuses dans les équipements électriques et électroniques , la directive 2006/121/CE du Parlement européen et du Conseil du 18 décembre 2006 modifiant la directive 67/548/CEE du Conseil concernant le rapprochement des dispositions législatives, réglementaires et administratives relatives à la classification, l’emballage et l’étiquetage des substances dangereuses afin de l’adapter au règlement (CE) no 1907/2006 concernant l’enregistrement, l’évaluation et l’autorisation des substances chimiques ainsi que les restrictions applicables à ces substances (REACH), et instituant une agence européenne des produits chimiques et le règlement (CE) no 106/2008 du Parlement européen et du Conseil du 15 janvier 2008 concernant un programme communautaire d’étiquetage relatif à l’efficacité énergétique des équipements de bureau .
This Directive is complementary to existing Community instruments such as Council Directive 92/75/EEC of 22 September 1992 on the indication by labelling and standard product information of the consumption of energy and other resources by household appliances , Regulation (EC) No 1980/2000 of the European Parliament and of the Council of 17 July 2000 on a revised Community eco-label award scheme , Directive 2002/96/EC of the European Parliament and of the Council of 27 January 2003 on waste electrical and electronic equipment (WEEE) , Directive 2002/95/EC of the European Parliament and of the Council of 27 January 2003 on the restriction of the use of certain hazardous substances in electrical and electronic equipment , Directive 2006/121/EC of the European Parliament and of the Council of 18 December 2006 amending Council Directive 67/548/EEC on the approximation of laws, regulations and administrative provisions relating to the classification, packaging and labelling of dangerous substances in order to adapt it to Regulation (EC) No 1907/2006 concerning the Registration, Evaluation, Authorisation and Restriction of Chemicals (REACH) and establishing a European Chemicals Agency and Regulation (EC) No 106/2008 of the European Parliament and of the Council of 15 January 2008 on a Community energy-efficiency labelling programme for office equipment .

Cependant, il convient également de prévoir un instrument supplémentaire, distinct des instruments communautaires existants permettant à la Communauté d'agir de façon urgente et efficace afin de contribuer, dans les plus brefs délais, à la prise en charge des services de secours destinés aux besoins immédiats de la population et à la reconstruction à court terme des principales infrastructures détruites afin de favoriser ainsi le redémarrage de l'activité économique dans les régions sinistrées.
However, provision should also be made for an additional instrument, to be distinguished from existing Community instruments, which enables the Community to act swiftly and efficiently to help, as quickly as possible, in mobilising emergency services to meet people's immediate needs and contribute to the short-term restoration of damaged key infrastructure so that economic activity can resume in the disaster-stricken regions.

Enfin, même si la plupart des POP faisant l'objet du protocole de la Convention C.E.E des Nations Unies ne sont plus utilisés ni produits dans l'UE, la Commission étudie actuellement l'opportunité d'adapter ou de modifier les instruments législatifs communautaires existants afin de les rendre formellement conformes aux dispositions du protocole.
Finally, although most of the POPs in the UNECE POPs Protocol are no longer used or produced in the EU, the Commission is considering the need to adapt or amend existing Community legislative instruments in order to comply formally with the provisions of the Protocol.

(32) REQUESTS the Commission to keep fully up-to-date its interface inventory of Community instruments which contribute to the prevention of organised crime and to continue analysing and evaluating other existing Community instruments to consider to what extent they help to prevent organised crime;
