Le présent règlement instaure une approche commune pour faire en sorte que les usagers des réseaux publics de communications mobiles qui voyagent à l’intérieur de la Communauté ne paient pas un prix excessif pour les services d’itinérance communautaire, par comparaison avec les prix nationaux concurrentiels, lorsqu’ils passent et reçoivent des appels, envoient et reçoivent des SMS et utilisent des services de communication de données par commutation de paquets, et contribuer ainsi au fonctionnement harmonieux du marché intérieur tout en garantissant un degré élevé de protection des consommateurs, en favorisant la concurrence et la transparence sur le marché et en offrant à la fois des incitations à l’innovation et un choix aux consommateurs.
This Regulation introduces a common approach to ensuring that users of public mobile communications networks when travelling within the Community do not pay excessive prices for Community-wide roaming services in comparison with competitive national prices, when making calls and receiving calls, when sending and receiving SMS messages and when using packet switched data communication services, thereby contributing to the smooth functioning of the internal market while achieving a high level of consumer protection, fostering competition and transparency in the market and offering both incentives for innovation and consumer choice.

Étant donné que les objectifs du présent règlement, à savoir instaurer une approche commune pour faire en sorte que les usagers des réseaux publics de téléphonie mobile qui voyagent à l'intérieur de la Communauté ne paient pas un prix excessif pour les services d'itinérance communautaire lorsqu'ils passent ou reçoivent des communications vocales, et atteindre ainsi un degré élevé de protection des consommateurs tout en préservant la concurrence entre opérateurs de réseau mobile, ne peuvent pas être réalisés de manière suffisante par les États membres de manière sûre et harmonisée et en temps voulu, et peuvent donc être mieux réalisés au niveau communautaire, la Communauté peut prendre des mesures conformément au principe de subsidiarité consacré à l'article 5 du traité.
Since the objectives of this Regulation, namely to establish a common approach to ensure that users of public mobile telephone networks when travelling within the Community do not pay excessive prices for Community-wide roaming services when making or receiving voice calls, thereby achieving a high level of consumer protection while safeguarding competition between mobile operators, cannot be sufficiently achieved by the Member States in a secure, harmonised and timely manner and can therefore be better achieved at Community level, the Community may adopt measures, in accordance with the principle of subsidiarity as set out in Article 5 of the Treaty.

This Regulation introduces a common approach to ensuring that users of public mobile telephone networks when travelling within the Community do not pay excessive prices for Community-wide roaming services when making calls and receiving calls, thereby contributing to the smooth functioning of the internal market while achieving a high level of consumer protection, safeguarding competition between mobile operators and preserving both incentives for innovation and consumer choice.

Il convient d'utiliser une approche commune pour faire en sorte que les usagers des réseaux publics de téléphonie mobile terrestre qui voyagent à l'intérieur de la Communauté ne paient pas un prix excessif pour les services d'itinérance communautaire lorsqu'ils passent ou reçoivent des communications vocales et pour atteindre ainsi un degré élevé de protection des consommateurs tout en préservant la concurrence entre opérateurs de réseau mobile ainsi qu'en préservant les incitations à l'innovation et le choix des consommateurs.
A common approach should be employed for ensuring that users of terrestrial public mobile telephone networks when travelling within the Community do not pay excessive prices for Community-wide roaming services when making or receiving voice calls, thereby achieving a high level of consumer protection while safeguarding competition between mobile operators and preserving both incentives for innovation and consumer choice.

L’analyse d’impact examine quatre options : L’ option 0 consiste à ne rien modifier à la situation actuelle; l’ option 1 envisage l’élaboration d’une législation communautaire établissant des normes de sûreté communes pour les installations nucléaires existantes; l’ option 2 consiste à adopter une législation communautaire établissant uniquement un cadre commun destiné à établir et à maintenir un niveau élevé uniforme de sûreté nucléaire partout dans la Communauté en rappelant certains principes largement admis dans le domaine de la sûreté nucléaire, les mesures d'exécution correspondantes étant élaborées par le GHN; L’ option 3 se base sur une série de principes internationalement reconnus dans le domaine de la sûreté nucléaire (approche proposée par l’option 2) complétés par des niveaux de référence additionnels, applicables aux réacteurs électronucléaires nouveaux, que les États membres sont encouragés à définir en conformité avec le principe de l'amélioration continue de la sûreté, sur la base des niveaux de sûreté définis par la WENRA et en étroite collaboration avec le GHN.
The Impact Assessment analyses four policy options : Policy option 0 consists in keeping the current situation unchanged; Policy option 1 envisages the elaboration of Community legislation establishing common safety standards for existing nuclear installations; Policy option 2 consists in the enacting Community legislation that sets up only a common framework aiming at achieving and maintaining a high uniform level of nuclear safety throughout the Community by recalling widely recognised nuclear safety principles, the subsequent implementing measures being elaborated by the HLG; Policy option 3 is built upon a set of internationally-recognised nuclear safety principles (approach proposed by Policy option 2), supplemented with additional safety requirements for new nuclear power reactors, which Member States are encouraged to develop in line with the principle of continuous improvement of safety, on the basis of the safety levels developed by WENRA and in close collaboration with the HLG.
