Ainsi, dans sa contribution complémentaire du 1er mars 2000 à la Conférence intergouvernementale sur les réformes institutionnelles, la Commission estime «qu'en matière de titres communautaires de propriété intellectuelle, et notamment dans la perspective du futur brevet communautaire, il conviendrait d'envisager l'instauration d'une juridiction communautaire spécialisée, ayant compétence pour les litiges relatifs tant à la validité du brevet communautaire qu'à sa contrefaçon, afin d'assurer la sécurité juridique d'un titre unitaire produisant des effets sur l'ensemble du territoire de la Communauté et de décharger définitivement la Cour et le TPI de l'ensemble de ce contentieux hautement spécialisé».
Thus, in its Additional Contribution to the Intergovernmental Conference on Institutional Reform, the Commission took the view that, "regarding intellectual property rights under Community law, particularly with the prospect of the Community patent, consideration should be given to establishing a specialised tribunal with jurisdiction in cases concerning patent validity and infringements, in order to secure legal certainty regarding unitary documents having effect throughout the Community and to relieving the Court of Justice and the CFI of all this highly specialised litigation".

On 1 March 2000, the Commission submitted an additional contribution to the IGC on the reform of the Community courts [16], in which it expressed the view that regarding intellectual property rights under Community law, particularly with the prospect of the Community patent, consideration should be given to establishing a specialised tribunal with jurisdiction particularly in cases concerning the validity and counterfeiting of such rights.

To give a very brief idea of just some of the projects being co-financed by the Community, we might mention: * a regional project aiming to develop teaching programmes for Dutch in small businesses; * a transfrontier project for the teaching of Danish and German; * the production of multimedia aids for the teaching of economic German; - 2 - * Euro-Transpo-Langues, a transnational project for the teaching of four Community languages in the road transport sector; * teaching and functional dictionary projects, e.g. a German-Greek commercial dictionary and another for Danish-Greek; * transnational events organised by specialist associations dealing with the teaching, practice and promotion of foreign languages, etc.
