Notes that Community funds for financing trans-European transport projects remain limited, and the added value of the TEN-T programme cannot be attained unless the entire network is completed; emphasises the financing of infrastructures (especially where congestion problems are significant), the cross border sections and transport hubs; considers that priority investment progress is slower than expected; emphasises that the key TEN-T projects − supervised by their coordinators − need to be selected according to their financial feasibility and in particular according to the financial willingness of the Member States concerned and their regions, and furthermore according to their level of operational feasibility and the degree of progress made in their technical planning, so as to ensure that the declarations of intent find practical expression in the investment schedules to be incorporated in the Member States" various finance laws; considers that these projects should provide proven 'pan-European added value' in terms of setting up a genuinely interconnected and interoperable trans-European network rather than creating a patchwork of national networks;

In the second stage, building on the achieved technical, legal, administrative and financial agreements, using notably the complementarity between national and Community instruments (such as the Structural funds or the European Investment bank), the construction plans would be implemented with the involvement of the appropriate private financial institutions . The Framework Programme financial support for the construction phase may be provided to those priority projects for which there is a critical need for such support. In these cases, decisions will be taken through a mechanism that will depend on the nature and the level of funding required (e.g., direct grant; European Investment Bank loans, the access to which may be facilitated through the Risk Sharing Finance Facility (Annex III); Article 171).

- 5 - A range of measures accompanying the implementation of RDD programmes are envisaged, like all initiatives appropriate to the organisation of the great internal market; specific activities or support measures of particular interest to those states or regions of the Community whose specific and technical development calls for special efforts (ex. STAR; use of ERDF and PIM for certain infrastructure projects, creation of new financial arrangements to support infrastructure projects, and also meet the needs of SME; ways and means for systematically involving laboratories or firms in less favoured regions); measures concerning SME with a view to involving them in the progress of the Community and allowing them to exploit the Community's internal market potential to the full (ex. certain percentage of contract appropriations for shared-cost programmes reserved for SME, improved information for SME, stimulation of technology transfer, possibilities of association); increased support for the training and retraining of research workers (postgraduate researchers and scientists).
