L'examen éthique des projets de recherche, qui ne s'appliquait initialement qu'au thème «Qualité de la vie et gestion des ressources vivantes», a été étendu à trois autres programmes spécifiques: «Croissance compétitive et durable», «Affirmer le rôle international de la recherche communautaire» et «Accroître le potentiel humain de recherche et la base de connaissances socio-économiques».
Ethical reviews of research projects, initially only applying to the specific programme on “quality of life and management of living resources”, were extended to three other specific programmes: “competitive and sustainable growth”, “confirming the international role of Community research” and “improving human research potential and the socio-economic knowledge base”.

Plusieurs producteurs communautaires ont affirmé que l’évaluation du préjudice devait pleinement tenir compte de la situation des sociétés communautaires non retenues dans l’échantillon, nombre d’entre elles ayant dû réduire leurs activités, fermer ou ajourner de nouveaux projets pendant la période considérée.
Several Community producers claimed that the situation of non-sampled Community companies should be fully taken into account in the injury assessment, in particular in the light of the numerous cases of downsizing, closures or postponement of new projects that were identified among these companies during the period considered.

The Commission Communication of 12 July 2004 to the European Parliament, the Council, the European Economic and Social Committee and the Committee of the Regions ‘Flood risk management — Flood prevention, protection and mitigation’ sets out its analysis and approach to managing flood risks at Community level, and states that concerted and coordinated action at Community level would bring considerable added value and improve the overall level of flood protection.

(230) Comme déjà précisé dans l'analyse annuelle, l'industrie communautaire a affirmé qu'il fallait une analyse plus détaillée et différenciée des différents types de produits et des divers circuits de vente, faisant valoir que cette analyse montrerait que les ventes qui sont en concurrence directe avec les importations concernées sont plus affectées que les autres.
(230) Furthermore, as already mentioned in the year-to-year analysis, the Community industry claimed that a more refined and differentiated analysis of its various types of sales and sales channels should be made, as this would show that the sales competing directly with the imports concerned are more affected than other sales.
