Afin de garantir la poursuite de ces actions et compte tenu du fait que le Fonds a toujours été financé au moyen de transferts provenant de l’aide au tabac, il convient de transférer un montant égal à 5 % de l’aide au tabac accordée au Fonds communautaire du tabac pour les années civiles 2008 et 2009.
In order to ensure the continuation of those actions, and taking into account that the Fund has always been funded by transfer from the tobacco aid, it is appropriate to transfer an amount equal to 5 % of the tobacco aid granted for the calendar years 2008 and 2009 to the Community Tobacco Fund.

L’article 104, paragraphe 2, du règlement (CE) no 1234/2007 du Conseil du 22 octobre 2007 portant organisation commune des marchés dans le secteur agricole et dispositions spécifiques en ce qui concerne certains produits de ce secteur (règlement «OCM unique») prévoit le financement du Fonds communautaire du tabac par le transfert d’un certain montant de l’aide au tabac pour les années civiles 2006 et 2007 conformément aux dispositions de l’article 110 quaterdecies du règlement (CE) no 1782/2003.
Article 104(2) of Council Regulation (EC) No 1234/2007 of 22 October 2007 establishing a common organisation of agricultural markets and on specific provisions for certain agricultural products (Single CMO Regulation) provides for the funding of the Community Tobacco Fund by the transfer of certain amount of tobacco aid for the calendar years 2006 and 2007 in accordance with Article 110m of Regulation (EC) No 1782/2003.

The Commission's principal conclusion, from the Extended Impact Assessment for the tobacco sector, was that a step-wise decoupling of the existing tobacco premium, accompanied by a phasing out of the Tobacco Fund and the setting up, within the second pillar of the CAP, of a financial envelope for restructuring tobacco producing areas, would provide the most sustainable policy for the tobacco sector in the future.
