Évaluations ex post 1994-1999 concernant l'objectif 5a, l'objectif 5b et LEADER II : les États membres et les régions ont présenté de nombreuses études d'évaluation concernant les actions qui ont bénéficié du soutien des Fonds structurels durant la période 1994-1999. Ces actions ont concerné l'installation de jeunes agriculteurs, les régions défavorisées, l'investissement dans des exploitations agricoles, la transformation et la commercialisation des produits agricoles, les programmes objectif 5b et l'initiative communautaire LEADER II. Les études ont été réalisées au niveau national conformément aux orientations publiées par la Commission qui, entre-temps, a mis en chantier une synthèse de ces informations afin d'en tirer des conclusions au niveau communautaire.
Ex-post evaluations for 1994-99 concerning Objectives 5(a) and 5(b) and Leader II: The Member States and regions presented a large number of evaluation studies for the measures supported from the Structural Funds in 1994-99 regarding the setting-up of young farmers, less favoured areas, investment in agricultural holdings, processing and marketing of agricultural products, Objective 5(b) programmes and the Leader II Community Initiative. These studies were carried out at national level using guidelines issued by the Commission, which meanwhile initiated the process of synthesising this information in order to draw conclusions at Community level.

L'évaluation ex post a pour but d'apprécier les résultats et l'impact des interventions du Fonds social européen (FSE) mises en oeuvre au titre des objectifs 3 et 4, ainsi que les initiatives communautaires Emploi et Adapt durant la période 1994-1999 par rapport à leurs objectifs et d'analyser l'apport et l'efficacité du projet communautaire sur des problèmes structurels spécifiques.
The ex-post evaluation is intended to assess the results and impact of the assistance from the European Social Fund under Objectives 3 and 4 and the Employment and Adapt Community Initiatives over the period 1994-99 in relation to their objectives and to analyse the input and the effectiveness of the Community project on specific structural problems.

As regards the financial implementation of the 1994-99 programming period, information from the Italian Government's financial monitoring system puts the percentage payments on the ground at 30 September 2001 at 87.7% for Objective 1, 76% for Objective 2 (1997-99), 77.6% for Objective 5(b) and 54.1% for the Community Initiatives.

À la page 1-119, il est dit mot pour mot : "Au cas où le deuxième Cadre Communautaire d’Appui serait intégré au cours de la période 1994-1999, conformément au programme afférent, sa réalisation accélérerait de 0,6 % le rythme annuel moyen d’augmentation du produit national brut de la période 1994-1999".
On page 1-119 it says that if the 2nd Community Support Framework had been completed between 1994 and 1999 in accordance with the relevant plan, this would have increased the average annual rate of growth in the Gross National Product for the 1994-1999 period by 0.6%.

Toutefois, il faudra veiller à ce que les projets encore ouverts soient complétés et les dépenses effectuées dans les délais prévus (31.12.2001), ce qui exige une accélération du rythme des dépenses.
As regards the 1994-99 programming period, the latest financial information sent to the Commission by the Italian Government suggest that, except in the case of the Community Initiatives, most of the delay in implementing the Structural Funds in Italy has been made up: all the funds available were committed by the authorities managing the programmes before the deadline of 31 December 1999 although care is still required to ensure that the projects still open are completed and expenditure carried out in the time allowed (by 31 December 2001), which will require the pace of expenditure to accelerate.
