Emphasises that access to information held by the EU institutions, as specified by Regulation (EC) No 1049/2001, is the primary interest of citizens aiming to understand better the decision-making process particularly when it concerns projects with an impact on the environment; takes the view that greater access to information on investigations and infringement files could be provided by the Commission without jeopardising the purpose of the investigations and that an overriding public interest might well justify access to these files, particularly in cases where fundamental rights, human or animal health and the protection of the environment against irreversible damage may be at stake, or where proceedings are under way regarding discrimination against a minority or violations of human dignity, as long as protection of trade secrets and sensitive information relating to court cases, competition cases and personnel files are safeguarded;

Recalls that Article 32 of the aforementioned regulation states that the Commission report must take into account ‘scientific evidence on welfare needs of animals’, and may be accompanied if necessary by appropriate legislative proposals concerning long journeys; calls on the Commission and the Council, therefore, to revise Regulation (EC) No 1/2005 in order to establish a maximum eight-hour journey limit for animals transported for the purpose of being slaughtered, as also requested in Written Declaration 49/2011, adopted by Parliament on 15 March 2012; suggests that this maximum eight-hour limit could be enforced effectively by, inter alia, incorporating it into the digital tachograph instrument;

In the light of the outcome of these discussions, the Commission may consider the need to update and further strengthen the present Framework Decision regarding child exploitation and related offences, in particular offences committed through electronic communication networks and information systems.

Following the recent Communication from the Commission on the sheepmeat sector and a later conference in Brussels which was widely attended by representatives of the sheepmeat sector in the European Union, will the Commission outline what has subsequently happened in relation to these events and, in particular, from a monitoring perspective, will Commissioner Fischler outline what controls are in place to monitor lamb imports from New Zealand and other third countries to ensure that they fully respect EU guidelines and will the Commissioner also indicate what steps he is taking to promote a sustainable wool sector?

La Commission pourrait en outre prendre en compte cette évaluation lors de l'élaboration des rapports de mise en oeuvre des législations communautaires, afin de pouvoir faire, le cas échéant, des propositions améliorant leur étanchéité au crime ou des propositions complémentaires, notamment dans le domaine policier et judiciaire.
