Annex III (Mutual recognition of professional qualifications) to the Agreement was replaced by Decision No 2/2011 of the EU-Swiss Joint Committee (2) and should be updated to take into account new legal acts of the European Union and Switzerland since that date,

2. demande à la Commission de transmettre au Parlement les actes et les conclusions des réunions de la commission mixte prévue à l'article 9 de l'accord, le programme sectoriel pluriannuel mentionné à l'article 3 du protocole, les résultats des évaluations annuelles ainsi que les actes et les conclusions des réunions prévues à l'article 4 du protocole; demande à la Commission de faciliter la participation de représentants du Parlement, en tant qu'observateurs, aux réunions de la commission mixte; demande à la Commission de présenter au Parlement et au Conseil, durant la dernière année d'application du protocole en vigueur et avant l'ouverture de négociations en vue de son renouvellement, un rapport complet sur sa mise en œuvre, accompagné d'une analyse de la mesure dans laquelle sont exploitées les possibilités de pêche ainsi que d'une évaluation de l'efficacité du protocole au regard des coûts; maintient que l'accès à ce rapport ne doit pas faire l'objet de restrictions inutiles;
2. Calls on the Commission to forward to Parliament the minutes and the conclusions of the meetings of the Joint Committee provided for in Article 9 of the Agreement, as well as the multiannual sectoral programme provided for in Article 3 of the protocol and the corresponding annual evaluations, and the minutes and the conclusions of the meetings provided for in Article 4 of the protocol; calls on the Commission to facilitate the participation of representatives of Parliament as observers in the meetings of the Joint Committee; calls on the Commission to submit to Parliament and the Council, within the last year of application of the protocol and before the opening of negotiations for its renewal, a full report on its implementation, gauging the uptake of fishing opportunities and assessing the cost-effectiveness of the protocol; maintains that there should be no unnecessary restrictions on access to that report;

La position que l’Union européenne adoptera au sein du comité mixte UE-Suisse au sujet du règlement intérieur à établir conformément à l’article 19, paragraphe 4, de l’accord est définie dans le projet de décision ci-joint du comité mixte UE-Suisse.
The position to be taken by the European Union within the EU-Switzerland Joint Committee on the rules of procedure to be adopted in accordance with Article 19(4) of the Agreement shall be laid down in the attached draft decision of the EU-Switzerland Joint Committee.

Calls on the Commission and Switzerland in the short run to look into ways of finding horizontal solutions to certain institutional issues, to decrease fragmentation and enhance transparency in the decision-making system, to enhance communication between the Joint Committees and to consider the introduction of an effective dispute settlement mechanism;
