These implementing acts relate to setting out the methodology for providing information on the support for climate change objectives; determining the methodology for milestones with regard to performance framework; establishing the standard terms and conditions in relation to financial instruments; adopting the template for the funding agreement concerning the joint uncapped guarantee and securitization financial instruments in favour of SMEs; laying down the modalities of the transfer and management of programme contributions with regard to certain financial instruments; establishing the model to be used when reporting on financial instruments to the Commission; determining the nomenclature, based on which the categories of intervention can be defined concerning the priority axis in operational programmes; establishing the technical characteristics of information and communication measures for the operation and instructions for creating the emblem and the definition of its standard colours; laying down the technical specifications of recording and data-storing in relation to the management and control system.

7. est dès lors résolu d'empêcher tout report supplémentaire de paiements de l'exercice 2013 au prochain CFP; rappelle la déclaration annexée au budget de l'Union pour 2013 qui invitait la Commission à présenter, à un stade précoce durant l'exercice 2013, un projet de budget rectificatif dans le seul but de couvrir tous les crédits de paiement non consommés en 2012; déclare solennellement qu'il ne commencera les négociations sur le CFP qu'après que la Commission aura présenté un budget rectificatif correspondant à sa volonté politique et qu'il se refusera à les conclure avant l'adoption définitive par le Conseil et par le Parlement européen de ce budget rectificatif; demande également au Conseil un engagement politique selon lequel toutes les obligations légales encourues en 2013 seront acquittées avant la fin de l'exercice;
7. Is therefore determined to prevent any further shifts of payments from 2013 to the next MFF; recalls the declaration annexed to the EU Budget 2013 calling for the Commission to present, at an early stage in the year 2013, a Draft Amending Budget devoted to the sole purpose of covering all unpaid payment claims for 2012; emphasises that it will not start negotiations on the MFF until the Commission comes forward with an Amending Budget corresponding to this political commitment, and will not conclude these negotiations before the final adoption by Council and Parliament of this Amending Budget; also demands a political engagement from the Council that all legal obligations due in 2013 will be paid out by the end of this year;

7. Afin d’assurer une utilisation efficace et ciblée des Fonds de l’Union et d’éviter les doubles financements au titre d’autres instruments de soutien similaires, la Commission adopte, au moyen d’actes délégués, les conditions régissant l’approbation de la Commission visée au paragraphe 2, point a) ii), et les conditions d’octroi du soutien prévu au présent chapitre, des règles concernant la cohérence avec d’autres mesures de l’Union ainsi que des règles sur le cumul d’aides et sur la définition des différentes mesures d’aide visées au paragraphe 1".
7. In order to ensure an efficient and targeted use of Union Funds and to avoid double funding under other similar support instruments, the Commission shall, by means of delegated acts, adopt the conditions for the Commission approval referred to in paragraph 2(a)(ii) and the conditions for granting the support referred to in this Chapter, rules on the consistency with other Union measures and on the cumulation of support as well as rules on the definition of the individual support measures referred to in paragraph 1".

4. In order to take account of technical developments on financial markets and to ensure uniform application of this Directive, the Commission shall, in accordance with the procedure set out in Article 24(2), adopt implementing measures concerning the definitions referred to in paragraph 1, including adjustment of the figures used for the definition of SMEs, taking into account Community legislation and recommendations as well as economic developments and disclosure measures relating to the registration of individual qualified investors.
