8. prend acte de la déclaration de la Commission intitulée "Stratégie pour la mise en œuvre effective de la Charte des droits fondamentaux par l'Union européenne" et considère qu'il est nécessaire de mettre en place, de promouvoir et de renforcer une véritable culture des droits fondamentaux, non seulement dans les institutions de l'Union, mais également au sein des États membres, notamment lorsque ceux-ci appliquent et mettent en pratique le droit de l'Union; estime que les actions d'information concernant le rôle et les compétences de l'Union dans le domaine des droits fondamentaux visées par la "Stratégie" doivent être spécifiques et approfondies, afin de veiller à ce que, à l'avenir, les compétences ne changent pas arbitrairement de camp entre la Commission et les États membres, notamment lorsqu'il s'agit de questions sensibles;

Takes note of the Commission’s Declaration entitled ‘Strategy for the effective implementation of the Charter of Fundamental Rights by the European Union’ and considers that a genuine culture of fundamental rights must be developed, promoted and reinforced both in the EU institutions and in the Member States, in particular when they apply and implement EU law; takes the view that the information activities concerning the Union’s role and powers in the area of fundamental rights referred to in the ‘Strategy’ should be specific and comprehensive, in order to ensure that powers are not arbitrarily passed back and forth between the Commission and the Member States in the future, particularly in connection with sensitive issues;

Les stratégies nationales d’intégration des Roms adoptées par ces derniers doivent être revues à la lumière de ces objectifs et refléter l’approche globale requise par le Cadre de l’UE, comme l’énonce clairement la communication de la Commission intitulée «Stratégie d’élargissement et principaux défis 2011-2012»[25].

It is consistent with the Commission's Communication "A Mobility Strategy for the European Research Area" [6], of 20 June 2001, and also builds on the Commission's Communication on the impact of the e-Economy on European enterprises [7] and the activities launched in September 2001 in co-operation with Member States to monitor the demand and the progress of actions aimed at improving the availability of ICT and e-business skills [8] in Europe.
