En l'absence de coopération de la part des producteurs américains de biodiesel, les services de la Commission ont eu recours à trois sources d'information afin d'établir les prix de vente du biodiesel sur le marché intérieur aux États-Unis au cours de la PER: i) les réponses au questionnaire envoyé au stade de l'ouverture de la procédure aux fins de l'échantillonnage, communiquées par plusieurs producteurs américains de biodiesel, ii) les informations communiquées par le NBB sur la base des informations collectées par un enquêteur chargé d'études de marché appelé «Jacobsen» et iii) les informations communiquées par le requérant sur la base des informations recueillies par le Oil Price Information Service (OPIS).
In the absence of cooperation from the US biodiesel producers, the Commission services made use of three sources of information for establishing the domestic sales price of biodiesel in the US during the RIP: (i) the replies to the questionnaire sent out at initiation stage for the purpose of sampling, submitted by a number of US biodiesel producers at initiation stage; (ii) information provided by the NBB based on information gathered by a market surveyor named ‘Jacobsen’; and (iii) information provided by the applicant based on information gathered by the Oil Price Information Service (OPIS).

Stresses the need to ensure a continuous flow of timely, accurate, comprehensive and impartial information for the purpose of enabling the high-quality analysis needed to enhance the capabilities of Parliament’s policymakers and their sense of ownership, leading to greater interinstitutional synergy in respect of the CCP, and at the same time to ensure that Parliament is fully and accurately informed at all stages, including by means of access to the Unionʼs negotiation texts under appropriate procedures and conditions, with the Commission being proactive and doing its utmost to guarantee such an information flow; underlines furthermore the importance of information being provided to Parliament with a view to preventing undesirable situations from arising that could potentially lead to misunderstandings between the institutions, and welcomes in this regard the regular technical briefing sessions organised by the Commission on a number of topics; regrets the fact that on a number of occasions relevant information has reached Parliament through alternative channels rather than from the Commission;

In order to ensure uniform conditions for the implementation of this Regulation with regard to the methods of analysis for determining the composition of aromatised wine products; decisions on conferring protection on geographical indications and on rejecting applications for such protection; decisions on cancelling the protection of geographical indications and of existing geographical designations; decisions on approval of application for amendments in the case of minor amendments to the product specifications; the information to be provided in the product specification with regard to the definition of geographical indication; the means of making decisions on protection or rejection of geographical indications available to the public; relating to the submission of trans-border applications; checks and verifications to be carried out by Member States; the procedure, including admissibility, for the examination of applications for protection or for the approval of an amendment of a geographical indication, and the procedure, including admissibility, for requests for objection, cancellation or conversion and the submission of information relating to existing geographical designations; administrative and physical checks to be carried out by Member States; and rules on providing the information necessary for the application of the provision concerning the exchange of information between Member States and the Commission, the arrangements for the management of the information to be notified, the content, form, timing, frequency and deadlines of the notifications and arrangements for transmitting or making information and documents available to the Member States, the competent authorities in third countries, or the public; implementing power should be conferred on the Commission.

In order to supplement or amend certain non-essential elements of this Regulation, the power to adopt acts in accordance with Article 290 of the TFEU should be delegated to the Commission in respect of the establishment of production processes for obtaining aromatised wine products; criteria for the demarcation of geographical areas and rules, restrictions and derogations related to production in such areas; the conditions under which a product specification may include additional requirements; the determination of the cases in which a single producer may apply for the protection of a geographical indication and the restrictions governing the type of applicant that may apply for such protection; the establishment of the conditions to be complied with in respect of an application for the protection of a geographical indication, scrutiny by the Commission, the objection procedure and procedures for amendment and cancellation of geographical indications; the establishment of the conditions applicable to trans-border applications; the setting of the date for the submission of an application or a request, the date from which the protection applies and the date on which an amendment to a protection applies; the establishment of the conditions relating to amendments to product specifications, including the conditions when an amendment is considered minor and the conditions relating to the applications for, and approval of, amendments, which do not involve any change to the single document; the restrictions regarding the protected name; the nature and type of information to be notified in the exchange of information between Member States and the Commission, the methods of notification, the rules related to the access rights to information or information systems made available and the modalities of publication of the information.

La Commission européenne a d’ores et déjà pris des mesures pour améliorer la qualité des informations précontractuelles mises à la disposition des consommateurs, notamment dans la fiche d’information européenne normalisée sur le crédit à la consommation, qui figure en annexe de la nouvelle directive concernant les crédits à la consommation[23], et dans le document «Informations clés pour l’investisseur» utilisé à l’essai en vue de la révision de la directive sur les organismes de placement collectif en valeurs mobilières (OPCVM)[24]. The European Commission has already taken steps in order to improve the quality of pre-contractual information available to consumers, for instance in the Standard European Consumer Credit Information Sheet, annexed to the new Consumer Credit Directive,[23] and in the Key Investor Information document, being tested for the revision of the UCITS Directive.[24] In the area of mortgages, the examination of the European Standard Information Sheet aims to improve the presentation of pre-contractual information to consumers.[25] The Commission Communication on Packaged Retail Investment Products proposes measures to deliver clear, comparable pre-contractual information to investors of these products.[26] The impact of these measures is to standardise the presentation of pre-contractual information in a way which makes it easier for the consumer to compare the offers of different providers.
