Afin d'assurer une application appropriée et limitée des exemptions ayant trait à l'introduction et à la circulation de végétaux, produits végétaux et autres objets dans les zones frontalières, il convient de déléguer à la Commission le pouvoir d'adopter des actes conformément à l'article 290 du traité sur le fonctionnement de l'Union européenne pour définir la largeur maximale des zones frontalières de pays tiers et d'États membres, la distance maximale des déplacements auxquels les végétaux, produits végétaux et autres objets visés peuvent être soumis dans les zones frontalières de pays tiers et d'États membres et les procédures d'autorisation pour l'introduction et la circulation, dans des zones frontalières d'États membres, des végétaux, produits végétaux et autres objets.
In order to ensure a proportionate and restricted application of the exemptions concerning the movement of plants, plant products or other objects into or within frontier zones, the power to adopt acts in accordance with Article 290 TFEU should be delegated to the Commission in respect of rules concerning the maximum width of third country frontier zones and Member State frontier zones, the maximum distance of the movement of the plants, plant products and other objects concerned within the third country frontier zones and Member State frontier zones and the procedures concerning the authorisation of the introduction into, and movement within, the Member State frontier zones of plants, plant products and other objects.

Conformément aux objectifs énoncés dans les orientations «Mieux légiférer» et «Un marché intérieur plus approfondi et plus équitable», la Commission publie une communication intitulée «Stimuler la croissance et la cohésion des régions frontalières de l'Union européenne», accompagnée d'une série de nouvelles mesures concrètes et d'une liste des initiatives en cours visant à aider les zones frontalières de l'UE à se développer plus rapidement et à se rapprocher.
In line with the objectives for Better Regulation and a deeper and fairer internal market, the Commission is issuing a communication on "Boosting growth and cohesion in EU border regions", with a set of new concrete actions and a list of ongoing initiatives to develop further, to help EU border regions grow faster and ever closer.

70. Calls on the Government of Ethiopia to formally endorse the Boundary Commission’s delimitation decisions between Eritrea and Ethiopia as final and binding, in accordance with UNSC Resolutions 1907 (2009) and 2023 (2011), as well as with the relevant AU and IGAD resolutions; calls, therefore, on the Eritrean Government to agree to engage in dialogue with Ethiopia in order to address the process of disengagement of troops from the border and physical demarcation in accordance with the Boundary Commission’s decisions, bearing in mind the importance of keeping communities together, as well as the normalisation of relations with Ethiopia, including the reopening of the border; calls on the international community to engage with Eritrea and defend the interests and needs of the Eritrean people, while pressing the regime and the military to allow access to international organisations, prepare the long-promised elections and open up political space in the country; emphasises that all EU assistance which does not pursue humanitarian objectives should be made strictly conditional on a commitment by the Eritrean authorities to facilitate a democratic transition and the improvement of the human rights situation in the country, with transparent and tangible benchmarks, as well as of the basic needs of the Eritrean people; calls on Eritrea to desist from providing any support for armed groups which undermine peace and reconciliation in Somalia and, more generally, regional stability; calls for freedom of speech, the press and religion, as well as the introduction of free and fair elections and democracy in the country; calls for the immediate release of political prisoners, including the jailed journalist Dawit Isaac, who has been imprisoned without trial for over 4000 days;

B. considérant que l'Ethiopie et l'Erythrée ont mis fin à la guerre qui les opposait par la signature des «Accords d'Alger», négociés au niveau international et prévoyant une mission des Nations unies en Éthiopie et en Érythrée (MINUEE), et la mise en place de la Commission internationale frontalière pour l'Érythrée et l'Éthiopie (EEBC), mais que des différents subsistent entre les deux parties au sujet de la mise en œuvre des accords et de la décision de la Commission frontalière; que la MINUEE a dû prendre fin le 31 juillet 2008 dans la mesure où l'Érythrée ne soutenait plus la présence de la mission;
B. whereas Ethiopia and Eritrea ended their war by signing the internationally brokered 'Algiers Agreements' providing for a UN peace-keeping operation mission (UNMEE) and the setting-up of the Ethiopia-Eritrea Boundary Commission (EEBC), but there are still differences between the two sides regarding the implementation of the agreements and of the decision of the Boundary Commission; whereas the UNMEE had to be ended on 31 July 2008 as Eritrea no longer supported the presence of the mission,
