32. insiste sur l'importance et l'urgence de contrôler annuellement la liberté et le pluralisme des médias dans tous les États membres et d'élaborer des rapports annuels en la matière, sur la base des normes détaillées fixées par le Conseil de l'Europe et l'OSCE ainsi que de l'approche analytique fondée sur les risques et des indicateurs mis au point dans l'étude indépendante réalisée pour la Commission, en liaison avec les ONG, les parties prenantes et les experts, y compris en suivant et contrôlant l'évolution et les modifications de la législation dans le domaine des médias et les incidences de la législation adoptée dans les États membres concernant la liberté des médias, notamment par rapport à l'ingérence du gouvernement, ainsi que les bonnes pratiques pour la définition de normes de service public, tant sur les chaînes publiques que sur les chaînes privées; insiste sur le fait qu'il importe de faire connaître au grand public ces normes européennes communes; estime que cette tâche doit être accomplie par la Commission, en coopération avec l'Agence des droits fondamentaux et/ou avec le Centre pour le pluralisme et la liberté des médias de l'Institut universitaire européen, qui publiera un rapport annuel sur les résultats du contrôle; considère que la Commission devrait présenter ce rapport au Parlement et au Conseil et proposer des actions et des mesures en fonction des conclusions de ce rapport;
32. Underlines the importance and urgency of annually monitoring media freedom and pluralism in all Member States and reporting on a yearly basis on the matter, on the basis of the detailed standards developed by the Council of Europe and the OSCE and the risk-based analytical approach and indicators developed by the independent study drawn up for the Commission, in liaison with NGOs, stakeholders and experts, including by monitoring and supervising the development of and changes in media legislation and the impact of any legislation adopted in the Member States affecting media freedom, notably in relation to government interference, as well as good practices for the definition of public service standards for both public and private channels; underlines the importance of making such common European standards known to the wider public; believes that the Commission, the Fundamental Rights Agency and/or the EUI Centre for Media Pluralism and Media Freedom must carry out this task and publish an annual report with the results of the monitoring; believes that the Commission should present that report to Parliament and the Council and make proposals for any actions and measures arising from its conclusions on the report;

5. se félicite de l’ouverture de la "Stratégie d’innovation élargie" en faveur des petites et microentreprises dont le potentiel d’innovation, en particulier de basse ou de moyenne technologie et d’innovation non technologique, est à ce jour insuffisamment reconnu et exploité; regrette cependant que la communication de la Commission sur la mise en pratique du savoir ne propose pas de mesures opérationnelles qui leur seraient destinées; demande donc à la Commission et au Conseil d’intégrer leurs spécificités et besoins dans les dix priorités de la Stratégie et prie la Commission, en liaison avec leurs organisations représentatives, de soumettre au Conseil et au Parlement un programme spécifique de développement de l’innovation au sens large dans ces entreprises, quel que soit leur secteur d’activités;
5. Welcomes the launching of the broad-based innovation strategy for small and micro enterprises, whose innovation potential, particularly as regards low and medium-level technology and non-technological innovation, has not so far been sufficiently recognised and exploited; regrets, however, that the Commission's Communication on putting knowledge into practice fails to propose operational measures in respect of such enterprises; calls therefore on the Commission and Council to integrate their special features and needs in the ten priorities of the broad-based innovation strategy and urges the Commission, in conjunction with their representative organisations, to submit to the Council and Parliament a specific programme for developing innovation in the broad sense of the term in such enterprises, whatever their field of activity;

I am most concerned about the situation, particularly in the light of the events of last winter, when a landslide on the French side blocked the route to heavy traffic for five months. Mindful of the Commission’s concern about communications across the Pyrenees, and of the outcome of the Spanish-French Summit of 17 October 2005 – in particular as regards the programming of work on connections across the Pyrenees – what steps is the Commission taking to avoid a repeat of the events of last winter, and to uphold the principles of the free movement of people and goods across the Somport pass between France and Spain?
