Pour faciliter la production des prévisions utilisées à des fins de programmation budgétaire et clarifier les différences entre les prévisions des États membres et celles de la Commission, chaque État membre devrait avoir l’occasion, sur une base annuelle, de discuter avec la Commission des hypothèses qui sous-tendent la préparation des prévisions macroéconomiques et budgétaires.
In order to facilitate the production of the forecasts used for budgetary planning and to clarify differences between the forecasts of the Member States and those of the Commission, each Member State should, on an annual basis, have the opportunity to discuss with the Commission the assumptions underpinning the preparation of macroeconomic and budgetary forecasts.

In this respect, assumptions from Commission Directive 2011/90/EU of 14 November 2011 amending Part II of Annex I to Directive 2008/48/EC of the European Parliament and of the Council providing additional assumptions for the calculation of the annual percentage rate of charge , modifying the assumptions for calculating the APRC should be incorporated.

8. La Commission est habilitée à adopter des actes délégués conformément à l’article 40 afin de modifier les remarques ou de mettre à jour les hypothèses utilisées pour calculer le TAEG prévues à l’annexe I, en particulier si les remarques ou les hypothèses énoncées au présent article et à l’annexe I ne suffisent pas pour calculer le TAEG d’une manière uniforme ou ne sont plus adaptées à la situation commerciale sur le marché.

The Commission shall be empowered to adopt delegated acts in accordance with Article 40 in order to amend the remarks or update the assumptions used to calculate the APRC as set out in Annex I, in particular if the remarks or assumptions set out in this Article and in Annex I do not suffice to calculate the APRC in a uniform manner or are no longer adapted to the commercial situation on the market.

Points to a study commissioned by Parliament on the ‘Implementation of the Modernised Customs Code’ , from which it results that, in the best-case scenario, the entry into force of the MCC (which will be called the Union's Customs Code if the recast proposal by the Commission is adopted) could take place in December 2017; reminds the Commission that the Union has exclusive competence in the area of the customs union and that it should, therefore, ensure compliance by the Member States; calls on the Commission, as a consequence, to step up its efforts to ensure that the MCC is implemented at the earliest possible date, and in any event to avoid the worst-case scenario indicated in the study for March 2033;

With a view to further harmonisation of the rules regarding the calculation of technical provisions which may be justified – in particular the interest rates and other assumptions influencing the level of technical provisions – the Commission, drawing on advice from EIOPA, shall, every 2 years or at the request of a Member State, issue a report on the situation concerning the development in cross-border activities’.

[5] L'article 15, paragraphe 6, exige que «[d]ans la perspective d'une harmonisation plus poussée des règles relatives au calcul des provisions techniques pouvant se justifier - notamment les hypothèses concernant les taux d'intérêt et d'autres hypothèses influençant le niveau des provisions techniques - la Commission publie, tous les deux ans ou à la demande d'un État membre, un rapport sur la situation concernant le développement des activités transfrontalières».
[5] Article 15(6) requires that "[w]ith a view to further harmonisation of the rules regarding the calculation of technical provisions which may be justified - in particular the interest rates and other assumptions influencing the level of technical provisions - the Commission shall, every two years or at the request of a Member State, issue a report on the situation concerning the development in cross-border activities".

Dans les bureaux de la Commission, les hypothèses de règlements sur le sujet ne sont pas préparées adéquatement et les indépendants sont pénalisés par une vision bureaucratique, et non sociale comme ils pourraient y prétendre.
The Commission’s plans for legislation in this area are inadequate and the self-employed are being penalised by this bureaucratic approach when they have the right to a social approach.
