Pour améliorer la qualité des statistiques budgétaires, le rapporteur propose que la Commission compare les chiffres soumis à la Commission par les États membres avec les rapports présentés par les banques centrales nationales à la BCE. En cas de divergences, la Commission devrait avoir la possibilité de mener, à sa discrétion, des contrôles sur le terrain, à l'instar des missions d'audit financier prévues à l'article IV des statuts du FMI, en coopération avec les institutions nationales telles que les instituts de recherche économique ou les banques nationales.
In order to improve the quality of budgetary statistics, the rapporteur proposes that the Commission should compare the Member States' figures submitted to the Commission with the reports of the national central banks to the ECB; in the event of divergent data, the Commission should be able to carry out on-site checks at its own discretion, along the lines of the Financial Auditing Missions provided for in Article IV of the IMF Convention, in co-operation with national institutions such as economic research institutes or national banks.
