H. considérant que les États membres ont appelé au renforcement de la coopération politique avec les partenaires africains à tous les niveaux de manière à lutter contre les causes de la migration clandestine et à lutter contre le trafic et la traite d'êtres humains; qu'en marge du Conseil "Justice et affaires intérieures" (JAI) du 12 mars 2015, les ministres de l'intérieur français, allemand et espagnol ainsi que la Commission ont débattu de la proposition du ministre italien de l'intérieur, Angelino Alfano, de confier les opérations de recherche, de sauvetage et de contrôle maritime des frontières de l'Union à des pays tels que l'Égypte ou la Tunisie, qui emmèneraient sur leurs côtes les migrants secourus; que cette proposition a pour but de produire un véritable effet dissuasif, de sorte que moins de migrants soient tentés de risquer leur vie pour atteindre les côtes européennes; que les ministres de l'intérieur ont également discuté de la possibilité d'établir des camps de réfugiés en Afrique du Nord et de traiter les demandes d'asile dans ces camps;
H. whereas Member States have called for the reinforcement of political cooperation with African partners at all levels in order to tackle the causes of illegal migration and combat the smuggling and trafficking of human beings; whereas on the margins of the Justice and Home Affairs (JHA) Council of 12 March 2015 the interior ministers of France, Germany and Spain, as well as the Commission, discussed a proposal by Italian Interior Minister Angelino Alfano to outsource search and rescue and maritime control of EU borders to countries such as Egypt or Tunisia, which would then bring the rescued migrants to their shores; whereas this proposal aims to produce a ‘real deterrent effect’, so that fewer migrants would be ready to put their lives at risk to reach Europe’s coasts; whereas the interior ministers also discussed the possibilities of setting up refugee camps in North Africa and of processing asylum applications in those camps;

We had cribbed from the Commission the idea of a debate about the direction in which we should be going; the first, at the Spring Summit, had to do with energy, and over dinner at this one we had a free discussion of the issues of integration and migration, at which – although it was Mr Barroso and I who got the debate going, the star was the Spanish Prime Minister, Mr Zapatero, who gave a very interesting presentation on the current problems.
