(9) Where the giving of the notice referred to in subsection (2) or (5) in respect of a Commission is deferred and the Minister subsequently considers that the establishment of the Commission is necessary, the Minister shall give to the parties the notice that has been deferred and, on the establishment of the Commission, the Minister shall refer to the Commission all matters for which there is no final settlement at the time of the establishment of the Commission.

À la suite de la réponse à la question H-0782/08 sur l'expiration (éventuelle) au 31 décembre 2008 du système commun de surveillance des exportations de certaines catégories de produits du textile et de l'habillement en provenance de Chine vers différents pays de l'Union européenne et compte tenu du nombre croissant d'entreprises qui ferment leurs portes ou délocalisent leur production – notamment au Portugal –, laissant derrière elles chômage et situations sociales dramatiques, j'aimerais poser à la Commission les questions suivantes.
In the light of the answer to question H-0782/08 on the (possible) expiry on 31 December 2008 of the joint surveillance system regarding exports from China to various EU Member States of certain categories of textile and clothing products, and taking account of the increasing number of enterprises that are ceasing or relocating production, notably in Portugal, leaving in their wake unemployment and dramatic social situations, can the Commission state:

On 30 October 2007, I submitted to the Commission a question on irregularities and false advertising on websites selling airline tickets online (E-5538/07), in which I respectfully asked whether any specific measures would be taken to prevent online advertising fraud and to protect the rights of European consumers.

For instance, the Commission took the view that long tenure would, ‘encourage members to be independent minded and take a long‑term view, discourage the politically ambitious from seeking a place in the second chamber, contribute to a less partisan style of debate, and allow members time to absorb the distinctive ethos of the second chamber and to learn how to contribute most effectively to its proceedings’.

Presenting Reports from Inter-parliamentary Delegations Pursuant to Standing Order 34(1), Ms. Carroll (Barrie Simcoe Bradford) presented the Report of the Canadian delegation of the Canada-Europe Parliamentary Association respecting its participation at the meetings of the Political Affairs Committee of the Parliamentary Assembly of the Council of Europe, held in Paris, France, on March 12 and 13, 2001, and of the Parliamentary Assembly of the Council of Europe Standing Committee, held in Paris, France, on March 14, 2001.

The Commission's answers to my previous questions since last February (H-0011/00, H-0066/00, H-0513/00 and H-0566/00) are a prime example of evasion and the Community's endless political and bureaucratic procrastination, reflecting as they do the Commission's mismanagement and evident inability to investigate swiftly and effectively the allegations that Community rules have been breached in the performance of the contract.
