Commissaire Martin Bangemann, membre de la Commission européenne chargé de l'industrie, a rencontré le 6 février 1997 à Genève les présidents des organismes européens de normalisation CEN (Comité européen de normalisation, représenté par M. Ivar Jachwitz), CENELEC (Comité européen de normalisation électrotechnique, présidé par M. Heinz Wanda) et ETSI (Institut européen de normalisation des télécommunications, présidé par M. Antonio Castillo) pour discuter du rôle que les normes pourront jouer en Europe et dans le monde dans la promotion de la compétitivité européenne, dans l'élimination des entraves aux échanges et dans l'instauration de la société de l'information.
Industry Commissioner Martin Bangemann met on 6 February 1997 with the Presidents of the European Standardization Institutions CEN (European Committee for Standardisation, acting President: Mr. Ivar Jachwitz), CENELEC (European Committee for Electrotechnical Standardization, Président: Mr. Heinz Wanda) and ETSI (European Telecommunications Standards Institute, President: Mr. Antonio Castillo) to discuss the further role that standards can play in Europe and worldwide, to promote European competitivity, to abolish barriers to trade and to bring on its way the information society.

At the initiative of Mr Antonio Ruberti, Member of the Commission with responsibility for research, education and training, and in agreement with Mr Martin Bangemann, the Member responsible for industrial policy, information technologies and telecommunications, the Commission on Wednesday 16 June 1993 adopted its proposal for the Fourth Framework Programme (1994-1998) for Community research and technological development (RTD).

On a proposal from Mr Ruberti in agreement with Mr Bangemann, on Wednesday, 21 April 1993 the Commission adopted its guidelines for the Fourth Community RTD Framework Programme (1994-98) in the light of the conclusions of the Edinburgh European Council.* "Research can and must play a vital role in promoting growth and improving the quality of life in the Community by increasing knowledge and skills and by virtue of its economic spin-offs" said Mr Ruberti when the guidelines were adopted. However, in the face of this challenge, Community research now suffers from the fragmentation of the national policies of the Twelve in this area and from underfunding.
