Malgré l’augmentation des crédits alloués aux infrastructures dans le 7e programme-cadre de recherche et les possibilités de soutien aux infrastructures dans les régions moins développées, au titre des programmes relevant de la politique de cohésion, le budget de l’UE n’est pas de taille à fournir le financement principal pour la construction de nouvelles infrastructures paneuropéennes, en plus du soutien à un accès ouvert aux infrastructures d’intérêt européen et de la stimulation de leur développement et mise en réseau coordonnés.
Despite the increase in funding allocated to infrastructures in the 7th research Framework Programme and the possibilities for infrastructure-support in less developed regions under cohesion policy programmes, the EU budget is not big enough to provide core financing for the construction of new pan-European infrastructures, in addition to supporting open access to infrastructures of European interest and stimulating their coordinated development and networking.

Under the current financial perspectives (2007-2013), TEN-T projects are financed mostly through Member States' budgets (€ 196 bn), with support from EU instruments: the TEN-T Programme provides € 8 bn, while the European Regional Development Fund (ERDF) and the Cohesion Fund account for € 43 bn, or about 11 % of the entire cohesion policy budget.

Vu l’importance particulière que revêt, dans le budget général des Communautés européennes, la ressource visée à l’article 2, paragraphe 1, point c), de la décision 2007/436/CE, Euratom du Conseil du 7 juin 2007 relative au système des ressources propres des Communautés européennes (5), il y a lieu de continuer à prévoir, à titre exceptionnel, que le Conseil, statuant à la majorité qualifiée sur proposition de la Commission, adopte la décision nécessaire concernant le montant du soutien communautaire en faveur du développement rural pour la période allant du 1er janvier 2007 au 31 décembre 2013, sa ventilation annuelle, ainsi que le montant minimal à affecter aux régions pouvant bénéficier de l’objectif «convergence».
In view of the particular weight in the general budget of the European Communities of the resource referred to in Article 2(1)(c) of Council Decision 2007/436/EC, Euratom of 7 June 2007 on the system of the European Communities' own resources (5), it is appropriate to continue to provide, exceptionally, for the Council, acting by qualified majority on a proposal from the Commission, to adopt the necessary decision concerning the amount of Community support for rural development for the period from 1 January 2007 to 31 December 2013, its annual breakdown and the minimum amount to be concentrated in regions eligible under the Convergence Objective.

Ces actions concernent le développement de régions traditionnellement sources d'émigration, la mise en place de politiques et d'infrastructures d'accueil en matière d'asile, le renforcement des capacités institutionnelles, notamment des forces de police et du système judiciaire ou l'amélioration du contrôle aux frontières extérieures, la lutte contre l'immigration illégale et le trafic d'être humains, le retour et la réintégration de réfugiés et de personnes déplacées On peut citer par exemple le programme de lutte contre l'immigration illégale par le soutien à l'amélioration de la gestion des contrôles aux frontières adopté dans le cadre de la coopération avec le Maroc pour la période 2002-2004, doté d'un budget de 40 MEUR.
These are concerned with the development of regions which have traditionally seen large-scale emigration, the establishment of policies and infrastructures for welcoming asylum seekers, institution building (in particular with regard to police and judicial systems and the improvement of external-border checks), measures to combat illegal immigration and trafficking in human beings, and the return and reintegration of refugees and displaced persons. One example has been the programme to combat illegal immigration by supporting improvements to the management of border checks adopted in cooperation with Morocco for the period 2002-04, with a budget of EUR40 million.
