In the assessment of regional strengths and weaknesses at the beginning of each programmes, there is a need inter alia for an additional effort to anticipate within each Member State and region the adjustments likely to occur from trade opening and globalisation.

The Strategic Partnership should provide fresh impetus in this respect, as a tool for the further deepening of inter-regional and intra-regional economic and trade relations, as well as expanding political dialogue and cooperation initiatives.

Faisant suite à cette demande, la Commission a proposé au Conseil Européen, qui se tiendra à Essen les 9 et 10 décembre 1994, d'approuver la stratégie visant à établir, à long terme, une Association inter-régionale UE-MERCOSUR et à conclure, à court terme, un accord-cadre inter-régional de coopération économique et commerciale avec le MERCOSUR.
In response to this request the Commission is proposing to the European Council due to take place in Essen on 9 and 10 December that it approve a strategy aimed at establishing in the long term an interregional EU- Mercosur association and in the short term at concluding a framework interregional economic and trade cooperation agreement.

In its communication, the Commission proposed establishing, in due course, an interregional association between the EU and Mercosur. As an interim step, it proposed the conclusion of a framework interregional economic and trade cooperation agreement .
