Welcomes the conclusion under the auspices of the United Nations of a legally binding Arms Trade Treaty on international trade in conventional arms after seven years of long negotiations; recalls that the Treaty aims to establish the highest possible common international standards for regulating the international trade in conventional arms, and to prevent and eradicate the illicit trade in conventional arms for the purpose of contributing to international and regional peace, security and stability and the reduction of human suffering; believes that the effective implementation of the Treaty may significantly contribute to enhancing respect for international human rights and humanitarian law worldwide; welcomes the substantial contribution of civil society organisations from the inception to the adoption of the Arms Trade Treaty;

Welcomes the conclusion, under the auspices of the United Nations, of a legally binding Arms Trade Treaty (ATT) on international trade in conventional arms, creating an effective international arms control system through greater transparency and accountability, and establishing the highest international standards, thus making the irresponsible and illicit use of conventional arms ever more difficult; recognises the coherent and consistent role played by the EU and its Member States in support of the international process to establish binding rules governing the international arms trade;

28 En ce qui concerne, ainsi, les finalités mêmes de la convention, le Conseil et les parties intervenantes renvoient aux nombreux considérants du préambule de celle-ci évoquant les dangers et les incidences néfastes des produits chimiques et des pesticides sur la santé des personnes et l’environnement, ainsi qu’à son article 1 , faisant état de la volonté des parties d’encourager non pas le commerce international desdits produits, mais le partage des responsabilités et la coopération entre les parties dans le domaine du commerce international de ces produits afin de protéger la santé des personnes et l’environnement contre des dommages éventuels, et afin de contribuer à l’utilisation écologiquement rationnelle desdits produits.
As regards the actual aims of the Convention, the Council and the interveners therefore refer to the numerous recitals in its preamble mentioning the hazards and harmful impact of chemicals and pesticides on human health and the environment, and to Article 1 thereof, recording the will of the parties to encourage not international trade in such chemicals but the sharing of responsibility and cooperation between the parties in the field of international trade in such products in order to protect human health and the environment against any damage, and to contribute to the environmentally sound use of those products.
