TRADUCTIONS EN CONTEXTE

L'idée d'une modification de l'article 90, paragraphe 5, du règlement remonte à une lettre du président de la commission du commerce international en date du 13 février 2013 à l'intention du président de la commission des affaires constitutionnelles. La commission du commerce international avait en effet relevé une divergence entre le texte de l'article 90, paragraphe 5, et l'énoncé de l'article 218, paragraphe 5, du traité sur le fonctionnement de l'Union européenne (traité FUE).
The idea of an amendment of Rule 90(5) RoP goes back to a letter of 13 February 2013 from the Chair of the Committee on International Trade to the Chair on Constitutional Affairs, as the Committee on International Trade had noticed a discrepancy between the text of Rule 90(5) and Article 218(5) of the Treaty on the Functioning of the European Union (TFEU).

In its conclusions of 11 December 2006, 10 December 2007, 12 July 2010, and 25 June 2012, the Council expressed its strongest commitment for a new legally binding international instrument that should establish the highest possible common international standards to regulate legal trade in conventional weapons, and that should be relevant to all States and could therefore be universal.

The opinions of the Member States, as expressed in the replies to the questionnaire sent to them concerning the application of Regulation 3911/92 and, more generally, on the operation of the system, have been almost unanimously positive as regards its effectiveness in raising the awareness of those involved in international trade; opinions were more qualified, however, on whether it has led to a genuine reduction in the number of unlawful exports.
