Le but de cette communication est triple: i) décrire les principaux enseignements tirés de la phase initiale et identifier les nouveaux enjeux; ii) déterminer comment mettre en place une capacité GMES d'ici 2008, y compris une structure de gouvernance et une stratégie de financement; iii) présenter un plan d'action pour la période suivante (2004-2008).
The aim of this Communication is threefold: (i) to outline the key lessons learnt as a result of the initial phase and identify further challenges; (ii) to determine how to establish a GMES capacity by 2008, including a governance structure and funding strategy; (iii) to present an Action Plan for the next period (2004-2008).

This includes working with industry to streamline licensing practices and industry agreements for more sustained use and wider availability of European works; investing in online tools for the legal digital distribution of European works in countries where they have not been released in cinemas or where there is no national distributor; supporting a catalogue of European films to give VOD services a well curated catalogue of films from different producers; and promoting interoperable standard identifiers for seamless and reliable identification of works. Promote wider access to EU works, and address linguistic barriers through more efficient funding subtitling and dubbing (including an online repository); investing in a European aggregator so that people can find more easily a legal offering of films online; promoting the use of data and automated tools for content recommendation, in view of developing and enlarging audiences for European works; working with film industry to promote the discoverability of European films and exploring joint promotion strategies for European co-productions; and creating and funding in 2017 a catalogue of European films for educational purposes to present the diversity and quality of European films to young audiences. Exploring new business models, starting with the EU animation sector by discussing how animation films and television animation can travel even better and discussing how the sector can scale up.

Question No. 92 Ms. Jean Crowder: With regards to band council elections: (a) for each calendar year since the Corbière Decision came into effect, how many bands have had an election and what were the costs of those elections; (b) what plans does the Minister of Indian Affairs and Northern Development have to request an extension of the financial authority from the Treasury Board to continue funding these additional costs for band elections; (c) what is the average cost of a band council election relative to the overall Band Support Funding for First Nations; (d) how many elections have been disputed since 1999 and what were the costs for each of those elections; (e) for those disputed elections, what was the percentage cost of the election as a portion of Band Support Funding and as a portion of own source revenue for the First Nation involved; (f) what studies or audits have been conducted to see how much of the annual two percent funding cap on Indian and Northern Affairs Canada program spending since 1995 has gone to pay for the increased costs of band council elections; (g) how much would Band Support Funding need to increase to cover the increased costs of the Corbière Decision without impacting other program spending; (h) how will the government live up to its fiduciary responsibility for First Nations if the two percent spending cap remains in place; and (i) how will the Honour of the Crown be protected in this matter?
