Both ministerial intent and the budget will allow us to assign a reasonable number of immigration control and other officers abroad, but we need to think our way through how we will do that: how we will work with airline and shipping companies; how we will collaborate with the United States and other countries in doing this, the objective being that every terrorist that is kept out of Canada is a terrorist kept out of North America.
