However, my reading certainly of Article 21 is that there is a clear distinction being drawn there between the state that is actually using and the state that finds itself in a command situation or in some other interoperability situation of the sort I outlined earlier and which, as a result, has in some way become involved in the process that ultimately culminated in the use of the munitions.
