Consequently, in April 2002, U.S. Secretary of Defence Rumsfeld announced a number of changes to the UCP one of which was the creation of a “Northern Command” (to stand up on 1 October 2002) with geographic responsibility for areas of the Caribbean, Mexico, the U.S. and Canada (A detailed listing of U.S. UCP Commands is provided at the end of this Appendix ).
