Welcomes the fact that the European Union and Turkmenistan held the first round of the human rights dialogue in July 2008; welcomes the raising of concerns about the human rights situation in Turkmenistan, particularly regarding freedom of opinion and assembly, the independence of the judiciary and the functioning of civil society; refers to its resolution of 20 February 2008 on an EU Strategy for Central Asia and reiterates that Turkmenistan must make progress in key areas in order for the EU to conclude the Interim Agreement, inter alia by allowing the International Committee of the Red Cross free and unfettered access, by reforming the education system in accordance with international standards, by unconditionally releasing all political prisoners and prisoners of conscience, by abolishing all government impediments to travel, and by allowing all NGOs and human rights bodies to operate freely in the country; calls on the Council and the Commission to clearly articulate, prior to the signing of the Interim Agreement, specific human rights improvements and to that end, to adopt a roadmap with clear timelines for compliance;

4. invite la Commission à prendre en compte le fait que le traité établissant une Constitution pour l'Europe puisse déjà être entré en vigueur (l'article IV-447 prévoit le 1 novembre 2006) et, par conséquent, que les responsabilités en matière de sécurité de l'Union européenne seraient sensiblement augmentées par la création du Comité de stratégie intérieure (COSI) au sein du Conseil et du rôle du ministre des affaires étrangères, qui sera membre de la Commission européenne et qui serait en charge aussi des aspects sécuritaires, y compris la lutte contre le terrorisme; prie instamment le Conseil et la Commission de clarifier l'étendue des compétences et les pouvoirs opérationnels éventuellement envisagés pour le COSI;

Calls on the Commission to take account of the fact that the Treaty establishing a Constitution for Europe could already have entered into force (Article IV-447 sets the date of 1 November 2006) and that responsibilities for the security of the European Union would therefore be considerably increased by the establishment of the Internal Strategy Committee (COSI) within the Council and by the role of the Minister for Foreign Affairs, who will be a member of the European Commission with responsibility, inter alia, for security matters, including the fight against terrorism; urges the Council and Commission to clarify the scope of competences and possible operational powers envisaged for COSI;

68. juge totalement inacceptable que la nomination des membres du comité de surveillance de l'OLAF soit différée depuis septembre 2002 par l'Italie; invite la Présidence du Conseil de l'Union européenne à élire les membres en temps voulu pour qu'un comité de surveillance dûment mandaté, et non un comité expédiant les affaires courantes, puisse émettre un avis sur le rapport d'évaluation des activités de l'OLAF présenté par la Commission conformément à l'article 15 du règlement (CE) n° 1073/1999;
