Calls on the Commission and the Council to establish a roadmap – or a similar mechanism – as quickly as possible to ensure the effective and operational implementation of the Agenda, to submit it to Parliament and to start its implementation within the next six months; believes that an ‘EU policy cycle’-type of approach (with identification and assessment of common threats and vulnerabilities, political priority setting and development of strategic and operation plans, effective implementation with clear drivers, timelines and deliverables, and evaluation) could provide for the necessary coherence and continuity in the implementation of the Agenda, provided that Parliament is properly involved in setting the political priorities and strategic objectives; looks forward to further discuss these issues with the Commission and the Standing Committee on Operational Cooperation on Internal Security (COSI);

Compte tenu des objectifs du présent règlement et de l’incidence qu’il pourrait avoir sur la sécurité des citoyens et sur le marché intérieur, la Commission devrait, en se fondant sur les travaux menés sans discontinuer par le comité permanent sur les précurseurs, présenter au Parlement européen et au Conseil un rapport portant examen de tous les problèmes causés par la mise en œuvre du présent règlement, ainsi que de l’opportunité et de la possibilité d’étendre son champ d’application, en ce qui concerne aussi bien la prise en compte des utilisateurs professionnels que les dispositions sur le signalement des transactions suspectes, les disparitions et les vols de substances qui, bien que ne faisant pas l’objet de mesures dans le présent règlement, sont identifiées comme ayant été utilisées pour la fabrication illicite d’explosifs (précurseurs d’explosifs non classifiés).
Given the aims of this Regulation and the impact that it may have on the security of citizens and on the internal market, the Commission should, drawing on the continuous discussions in the Standing Committee on Precursors, present a report to the European Parliament and to the Council examining any problems arising from the implementation of this Regulation, the desirability and feasibility of extending its scope, both as regards covering professional users and as regards including in the provisions on the reporting of suspicious transactions, disappearances and thefts of substances which, although not subject to measures under this Regulation, are identified as having been used for the illicit manufacture of explosives (non-scheduled explosives precursors).

(13 sexies) Compte tenu de la nature du présent règlement et de l'incidence qu'il pourrait avoir sur la sécurité des citoyens et sur le marché de l'Union, la Commission devrait, en se fondant sur les travaux menés sans discontinuer par le comité permanent sur les précurseurs, présenter au Parlement européen et au Conseil un rapport portant examen de tous les problèmes causés par la mise en œuvre du présent règlement, ainsi que de l'opportunité et de la possibilité d'étendre le champ d'application du règlement, en ce qui concerne aussi bien la prise en compte des utilisateurs professionnels que l'inclusion des précurseurs d'explosifs non classifiés dans les dispositions relatives au signalement des transactions suspectes, des disparitions et des vols.
(13e) Given the nature of this Regulation and the impact it may have on the security of citizens and on the market of the Union, the Commission should, thereby drawing on the continuous discussions in the Standing Committee on Precursors, present a report to the European Parliament and the Council examining any problems arising from the implementation of this Regulation, the desirability and feasibility to extend the scope of this Regulation, both as regards covering professional users and including non-scheduled explosive precursor substances in the provisions on reporting of suspicious transactions, disappearances and thefts.

À l’avenir, il pourrait être envisagé que le comité pour la sûreté de l'aviation (AVSEC) pilote lui-même la mise en œuvre d'un plan d'action en l'inscrivant comme point permanent à son ordre du jour.
In the future it could be envisaged that the Aviation Security (AVSEC) Committee itself could steer future implementation of an action plan by including a standing item on its agenda.

À titre complémentaire, l’Autorité renvoie aux observations du Comité permanent norvégien des affaires coopératives et à l’argument selon lequel une exonération fiscale des coopératives pourrait se justifier pour éviter une double imposition et serait, en conséquence, conforme à la nature et à la logique du système de l’impôt des sociétés.
As an additional point, the Authority refers to the comments of the Norwegian Standing Committee on Co-operative Affairs and the observation that a tax exemption for cooperatives could be justified on the basis of double taxation arguments and accordingly fall within the nature and logic of the corporate tax system.
