La position que l’Union européenne adoptera au sein du comité mixte UE-Suisse au sujet du règlement intérieur à établir conformément à l’article 19, paragraphe 4, de l’accord est définie dans le projet de décision ci-joint du comité mixte UE-Suisse.
The position to be taken by the European Union within the EU-Switzerland Joint Committee on the rules of procedure to be adopted in accordance with Article 19(4) of the Agreement shall be laid down in the attached draft decision of the EU-Switzerland Joint Committee.

l’article 19, paragraphe 4, de l’accord stipule que le comité mixte institué par cet accord (ci-après dénommé «le comité mixte UE-Suisse») doit établir son règlement intérieur,
Article 19(4) of the Agreement states that the joint committee set up by that Agreement (hereinafter ‘the EU-Switzerland Joint Committee’) must adopt its rules of procedure,

I. considérant que ces problèmes ont été soulevés à plusieurs reprises avec la Suisse au sein du comité mixte institué par l'accord sur la libre circulation des personnes et qu’à ce jour, le comité mixte n’est pas parvenu à les résoudre;
I. whereas these issues have been discussed repeatedly with Switzerland within the Joint Committee established by the FMPA; whereas the Joint Committee has not been able to solve them;

I. considérant que ces problèmes ont été soulevés à plusieurs reprises avec la Suisse au sein du comité mixte institué par l'accord sur la libre circulation des personnes et qu'à ce jour, le comité mixte n'est pas parvenu à les résoudre;
I. whereas these issues have been discussed repeatedly with Switzerland within the Joint Committee established by the FMPA; whereas the Joint Committee has not been able to solve them;

24. invite la Commission et la Suisse à explorer à brève échéance des moyens de trouver des solutions horizontales à certains problèmes institutionnels, de réduire la fragmentation du système décisionnel et d'accroître sa transparence, d'améliorer la communication entre les comités mixtes et de mettre en place un mécanisme efficace de règlement des litiges;
24. Calls on the Commission and Switzerland in the short run to look into ways of finding horizontal solutions to certain institutional issues, to decrease fragmentation and enhance transparency in the decision-making system, to enhance communication between the Joint Committees and to consider the introduction of an effective dispute settlement mechanism;

Il faut également ajouter que ces comités mixtes sont habilités à exercer une influence bien moins grande que les comités mixtes déjà existants, tels qu’ils ont été créés par d’autres accords bilatéraux avec la Suisse.
It also has to be said that these mixed committees are entitled to exercise influence to a considerably lesser degree than the mixed committees already in existence, as established through other bilateral agreements with Switzerland.

Toutefois, la forme de l'association institutionnelle de la Suisse est différente: elle s'opérera dans le cadre d'un comité mixte composé de représentants de la Communauté européenne, représentée par la Commission, et de la Suisse.
However, the form of the institutional association of Switzerland is different; it will take place within the framework of a Mixed Committee, composed by representatives of the European Community, represented by the Commission, and by Switzerland.
