Calls on the Member States, using appropriate monitoring mechanisms, to ensure that foreign enterprises operating in the EU respect all legislation in force in the Single Market, including social and environmental standards, ensure the protection of patents and contribute to efforts promoting the sustainability of employment when they purchase European businesses or set up subsidiaries in the EU; asks the Commission and Member States to set up a body entrusted with the ex ante evaluation of foreign strategic investment, along the lines of the Committee on Foreign Investment in the United States (CFIUS), in order to obtain a clear picture of businesses operating and investing in the territory of the EU, and to report to the parliament on a regular basis;

En marge de la réunion du Comité ministériel à Tunis, un prêt à long terme à Enda Inter-Arabe en dinars tunisiens d’un montant équivalant à 750 000 EUR a été signé par Mme Essma Ben Hamida co-directrice d’Enda Inter-Arabe et M. de Fontaine Vive, pour le financement d’opérations de microcrédit en Tunisie.
Alongside the meeting of the Ministerial Committee in Tunis, a long-term loan to Enda Inter-Arabe in Tunisian dinars for the equivalent of EUR 750 000 was signed by Ms Essma Ben Hamida, Co-Director of Enda Inter-Arabe, and Mr de Fontaine Vive, for financing microcredit operations in Tunisia.

Renforcée conformément à la décision du Conseil européen de Bruxelles de décembre 2003, la FEMIP comporte les caractéristiques nouvelles suivantes, qui ont pour objectif essentiel d’appuyer le développement du secteur privé : le renforcement du soutien financier dans la région au travers d’une enveloppe spéciale destinée à financer des opérations à risques relevant du secteur privé (appelée « enveloppe spéciale FEMIP » ou ESF) et de la création d’un fonds fiduciaire ; la diversification de la gamme des produits financiers, en particulier en recherchant des solutions permettant l’apport de financements en monnaie locale ; l’intensification du dialogue avec les PPM en organisant des réunions du Comité des Experts destinées à préparer le terrain pour les travaux du Comité Ministériel de la FEMIP et en ouvrant des bureaux régionaux au Machrek – celui du Caire a été inauguré en juin 2003 – et, au cours de 2004, au Maghreb.
It was reinforced according to the Brussels European Council decision in December 2003, with the following new features mainly in support of private sector development: stepping up financial support in the region through a special facility for risk financing for the private sector (the “SFE”) and by setting up a trust fund; diversifying the range of financial products offered, notably by seeking possible ways of providing local currency financing; intensifying dialogue with the MPCs by organising meetings of the Committee of Experts to prepare the ground for the deliberations of FEMIP’s Ministerial Committee and by establishing local offices in the Mashreq – where the Cairo office was established in June 2003 – and, some time in 2004, in the Maghreb.

On the occasion of the Ministerial Committee Meeting in Naples, the EIB announced new loans totalling EUR 270 million for regional transport, environment, human capital, private sector and energy in Morocco and Tunisia.

Le rapport 1996 du comité du commerce et de l'environnement à la réunion ministérielle de Singapour admettait déjà «l'avantage de disposer de toute l'expertise nécessaire à tous les panels de l'OMC dans les cas impliquant des mesures environnementales liées au commerce, y compris des mesures commerciales prises conformément aux accords environnementaux multilatéraux».
The 1996 CTE report to the Singapore Ministerial already recognised "the benefit of having all relevant expertise available to all WTO panels in cases involving trade-related environmental measures, including trade measures taken pursuant to MEA's".

We will encourage: . the World Bank and the regional development banks to decentralize their operations wherever possible; . the IMF and World Bank to concentrate on their respective core concerns (broadly, macroeconomic policy for the IMF and structural and sectoral policies for the World Bank); . revision of the Ministerial committees of the IMF and World Bank to promote more effective decision-making; . the World Bank Group to integrate more effectively the activities of the International Finance Corporation and the Multilateral Investment Guarantee Agency into its country assistance strategies; . the multilateral development banks to coordinate their respective country programmes more effectively with bilateral and other multilateral donors.

The Ministerial Conference of the World Trade Organization (WTO) to be held in December 1996 will consider a report drawn up by the WTO's Committee on Trade and Environment (CTE) and will review the Committee's mandate ('to identify the relationship between trade measures and environmental measures, in order to promote sustainable development'). In this connection, the Commission has submitted to Council and Parliament a communication to enable the Union to play a full part in the debate on trade and environment, a matter to which the international community is devoting increasing attention.
