The House resumed consideration of Bill C-15, an act to amend the Migratory Birds Convention Act, 1994 and the Canadian Environmental Protection Act, 1999, as reported (with amendment) from the committee and of Motion No. 1. Mr. Bernard Bigras (Rosemont—La Petite-Patrie, BQ): Mr. Speaker, it is with great pleasure that I rise in this House today to speak on Bill C-15, to amend the legislation concerning migratory birds and marine ecosystems.

4. Where in the opinion of the Technical Committee there has arisen an emergency which requires the adoption of immediate measures to avoid deterioration of the conservation status of one or more migratory waterbird species, the Technical Committee may request the Agreement secretariat to convene urgently a meeting of the Parties concerned.

I supported the standing committee amendment to include the protection of the critical habitat of extirpated species, species that still exist but whose natural habitat is gone, and in addition, aquatic species and migratory birds, protected by the Migratory Birds Convention Act and the critical habitat regime within federal jurisdiction.
