A. considérant que dans son rapport d'activités 2014, le comité de surveillance de l'OLAF a relevé qu'au moment de la réorganisation de l'Office (le 1 février 2012), 423 dossiers avaient été ouverts le même jour sur une décision de son seul directeur général; que, sur la base de son analyse, le comité de surveillance a conclu que i) l'OLAF n'a mené d'évaluation appropriée des informations entrantes pour aucun des dossiers analysés par le comité de surveillance, ii) pour la vaste majorité des dossiers, il n'existait pas la moindre trace d'une activité d'évaluation, et iii) le directeur général de l'OLAF a ouvert tous les dossiers en question sans établir au préalable l'existence d'une suspicion suffisamment grave de fraude, de corruption ou de toute autre activité illégale ayant une incidence sur les intérêts financiers de l'Union, ce qui est contraire au prescrit juridique en vigueur à l'époque relativement à l'ouverture d'une enquête par l'OLAF;
A. whereas in its Annual Activity Report 2014 the OLAF Supervisory Committee (SC) noted that at the time of the reorganisation of OLAF (1 February 2012), 423 cases were opened on the same day by a single decision of the Director-General of OLAF (OLAF DG); whereas, on the basis of its analysis, the SC concluded that (i) OLAF did not conduct any appropriate assessment of the incoming information for any of the cases analysed by the SC, (ii) for the vast majority of cases there was not even a trace of any assessment activity, and (iii) the OLAF DG opened all the cases in question without establishing beforehand the existence of a sufficiently serious suspicion that there had been fraud, corruption or any other illegal activity affecting the financial interests of the Union – which is in contradiction with the legal requirement for opening an OLAF investigation in force at that time;

Welcomes the swift reaction on the part of the President of the Committee of the Regions to the shortcomings and irregularities detected; notes the statement made by the President of the Committee of the Regions before the competent committee on 4 November 2003, in which he acknowledged that there had been an "endemic culture of cronyism in the Committee of the Regions in 2001", and in which he announced his intention to submit an overall proposal for the administrative reform of the Committee of the Regions to its Bureau in February 2004; considers that this proposal should be drawn up with the active help of an independent outside expert, such as a former Member of the Court of Auditors, and welcomes the acting Secretary-General's undertaking to this effect; calls on the Committee of the Regions to forward the text of the proposal to the European Parliament as soon as possible; considers that such a proposal must include guarantees as to the ability of the Internal Auditor to carry out his duties in a professional and independent manner as well as a commitment to bring its decision on OLAF investigations into line with the OLAF Regulation (EC) 1073/1999 and the Commission decision 1999/396/EC.
