J. considérant que, lors de sa réunion des 21, 22 et 23 octobre 2009, le comité scientifique de la Commission internationale pour la conservation des thonidés de l'Atlantique (CICTA) a estimé que la biomasse actuelle du stock reproducteur du thon rouge du Nord était inférieure de 15% à ce qu'elle était avant le début de la pêche, confirmant ainsi que l'espèce satisfaisait à ce critère d'inscription à l'annexe I de la CITES,
J. whereas the scientific committee of the International Commission for the Conservation of Atlantic Tunas (ICCAT), at its meeting of 21-23 October 2009, estimated that the current spawning stock biomass of northern bluefin tuna is less than 15% of what it was before fishing began, therefore confirming that the species meets this criteria for a CITES Appendix I listing,

A consensus is expressly required for all decisions concerning the rules of procedure of the Commission and its subsidiary bodies (Article 9(8)), the allocation of the total allowable catch or the total level of fishing effort (Article 10(4)), the adoption of recommendations by the ‘subcommittee for the North’ on the implementation of conservation and management measures (Article 11(7)), the adoption and amendment of financial regulations (Article 17), the budget of the Commission (Article 18(1)), invitations to accede (Article 35(2)) and amendments to the Convention itself (Article 40(2)).
