Notes that the Joint Undertaking established the practical arrangements for ex post audits concerning the administrative agreements signed with the NFAs; takes note that the practical arrangements include the introduction of a specific reporting form, reinforced by the assessment of the national assurance systems by the Joint Undertaking and visits to the NFAs by the Court;

5. rappelle que, selon le rapport d'audit de la Cour des comptes, les paiements effectués en 2012 et relatifs aux certificats de prise en charge émis par les autorités de financement nationales des États membres se sont élevées à 7,3 millions d'euros, soit 43 % du total des paiements opérationnels ; est préoccupé par le fait que, selon ce même rapport d'audit de la Cour des comptes, les rapports d'audit transmis par les autorités de financement nationales à l'entreprise commune Artemis couvrent environ 45 % des coûts relatifs aux projets achevés, que l'entreprise n'a pas évalué la qualité de ces audits, que, à fin avril 2013, les autorités de financement nationales n'avaient pas toutes fourni à l'entreprise commune les informations concernant les stratégies d'audit et qu'Artemis n'était donc pas en mesure de juger si les audits ex-post permettent d'obtenir une assurance suffisante quant à la légalité et à la régularité des opérations sous-jacentes;
5. Points out that, according to the audit report by the Court of Auditors, payments made in 2012 relating to certificates of acceptance of costs issued by the Member States' NFAs amounted to EUR 7,3 million, which represents 43% of total operational payments; is concerned that, according to that Court of Auditors' report, the Joint Undertaking received audit reports from the NFAs covering approximately 45% of the costs relating to completed projects, that the Joint Undertaking did not assess the quality of those audits, that, by the end of April 2013, the Joint Undertaking had not received information on the audit strategies of all NFAs, and that the Joint Undertaking was therefore not in a position to assess whether ex post audits provide sufficient assurance as to the legality and regularity of the underlying transactions;

4. rappelle que l'entreprise commune a adopté en 2010 une stratégie d'audit ex post qui constitue un contrôle clé pour évaluer la légalité et la régularité des opérations sous- jacentes, et que sa mise en œuvre a débuté en 2011; observe que l'audit des déclarations de coûts relatives aux projets a été délégué aux autorités de financement nationales des États membres, mais que les accords administratifs passés avec les autorités en cause ne précisent pas les dispositions pratiques concernant ces audits; relève également que l'entreprise commune n'a pas reçu suffisamment d'informations sur les stratégies d'audit des autorités de financement nationales; déplore qu'aucun audit ex post n'ait été réalisé par les autorités de financement nationales sur les subventions versées jusqu'à la fin de l'année 2011 et invite l'entreprise commune à informer l'autorité de décharge des actions de suivi entreprises;

Recalls that the Joint Undertaking adopted an ex post audit strategy in 2010 that is key to assessing the legality and regularity of the underlying transactions and that its implementation started in 2011; notes that the audit of project cost claims has been delegated to the National Funding Authorities (NFAs) of the Member States; however the administrative agreements signed with the NFAs do not include the practical arrangements for those audits; notes furthermore that the Joint Undertaking had not received sufficient information relating to the audit strategies of the NFAs; deplores the fact that no ex post audits had been carried out by the NFAs on the grants paid up to the end of 2011 and invites the Joint Undertaking to inform the discharge authority on the follow up actions taken;

3. rappelle que l'entreprise commune a adopté en 2010 une stratégie d'audit ex post qui constitue un outil clé pour évaluer la légalité et la régularité des opérations sous-jacentes, et que sa mise en œuvre a débuté en 2011; observe que l'audit des déclarations de coûts relatives aux projets a été délégué aux autorités de financement nationales des États membres, mais que les accords administratifs passés avec les autorités en cause ne précisent pas les dispositions pratiques concernant ces audits; observe en outre, selon les réponses de l'entreprise commune, que les divers schémas de financement et les règles nationales en vigueur dans les différents États membres impliquent qu'un audit ex post n'est réalisable que sur des projets menés à terme, et demande d'être informé des résultats des audits réalisés; réaffirme que l'entreprise commune devrait renforcer sans attendre la qualité de ses contrôles ex ante, en particulier en ce qui concerne la gestion des subventions; demande que l'autorité de décharge soit informée des résultats des prochains processus d'audit ex post réalisés par l'entreprise commune;
3. Recalls that the Joint Undertaking adopted an ex post audit strategy in 2010 that is a key tool in assessing the legality and regularity of the underlying transactions and that its implementation started in 2011; notes that the audit of project cost claims has been delegated to the National Funding Authorities (NFAs) of the Member States however the administrative agreements signed with the NFAs do not include the practical arrangements for those audits; further notes from the Joint Undertaking that the various financing schemes and national rules in place in the different Member States imply that ex-post audit is only feasible on completed projects and request to be informed of the results of the audits performed; reiterates that the Joint Undertaking should reinforce without delay the quality of its ex-ante controls in particular for the grant management, requests that the discharge authority is informed of the results of the following ex-post audit processes conducted by the Joint Undertaking;

Afin de veiller à la cohérence avec les procédures de sélection et de financement nationales, il y a lieu de confier aux États membres la responsabilité de collecter les demandes de financements auprès des promoteurs de projets et d’évaluer ces derniers au regard des critères d’admissibilité définis dans la présente décision.
With a view to ensuring coherence with national selection and funding procedures, Member States should be responsible for collecting funding applications from the sponsors and for the evaluation of the projects on the basis of the eligibility criteria laid down in this Decision.

En principe, le concours financier apporté à la réalisation ou à l'amélioration des infrastructures sera limité au minimum nécessaire pour catalyser l'activité, étant entendu que la construction, l'exploitation et la durabilité à long terme des infrastructures en question seront assurées pour l'essentiel par des sources de financement nationales ou autres.
