22. observe que la méthode d'évaluation des contributions en nature, précisant que la validation des contributions repose sur des certifications ex ante et des audits ex post, a été approuvée par le comité directeur en 2011; note par ailleurs que les huit dernières méthodes certifiées relatives aux contributions en nature ont été menées à bien en 2013 et que le nombre total de sociétés de l'EFPIA s'élève désormais à 22; constate que les trois premiers audits ex post couvrant des contributions en nature ont été achevés dans le courant de l'année 2013, qu'un quatrième audit était en cours et que deux autres étaient sur le point d'être lancés à la fin de l'exercice;
22. Takes note that the methodology for evaluating in-kind contributions, which specifies that the validation of the contributions is based on ex ante certifications and ex post audits, was approved by the Governing Board in 2011; notes moreover that the remaining eight certified methodologies for in-kind contributions were completed during 2013 and that the total number of EFPIA companies had been brought to 22; ascertains that the first three ex post audits covering in-kind contributions were completed during the course of 2013, one other ex post audit was initiated and two were in the process of being initiated at the year-end;

13. prend note de l'accord de coopération entre le Comité économique et social européen (CESE), le Comité des régions (CdR) et le Parlement européen, signé le 5 février 2014 et qui a débuté par un transfert important de personnel des comités vers le nouveau service de recherche parlementaire européen; escompte que le développement de cet accord aura un caractère équilibré, bénéficiera aux trois institutions sur un pied d'égalité et apportera une contribution positive à la poursuite de la rationalisation des ressources; demande à chacune d'elles, au terme d'une année de mise en œuvre de cette collaboration, de procéder à une évaluation individuelle de l'incidence de cet accord tant du point de vue des ressources humaines que des coûts, des synergies, de la valeur ajoutée et de la qualité des contenus;
13. Takes note of the Cooperation Agreement between the EESC, the Committee of the Regions and Parliament, which was eventually signed on 5 February 2014 and has led, first of all, to the transfer of a large number of committee staff to the new European Parliamentary Research Service; expects that the agreement will evolve in a balanced way, benefit all three institutions equally, and contribute positively to the further rationalisation of resources; calls on each of the institutions, at the end of the first year of their collaboration, to make an individual assessment of the impact that the agreement is having in terms both of human resources and of expenditure, synergies, added value, and substantive quality;

Aux fins de la gestion d'une contribution par une partie tierce, l'Union ou un État membre, l'administrateur négocie et signe, avec l'approbation du comité spécial, des arrangements administratifs ad hoc avec cette partie tierce, l'Union ou l'État membre, définissant l'objet, les coûts que la contribution doit couvrir et les modalités de gestion de la contribution, notamment l'obligation du commandant d'opération de rendre compte au comité spécial.
3. For the purposes of the management of a contribution by a third party, the Union or a Member State, the administrator shall, upon approval by the Special Committee, negotiate and sign an ad hoc administrative arrangement with the third party, the Union or the Member State, defining the purpose, costs to be covered by the contribution and the management modalities of the contribution, including the accountability of the operation commander to the Special Committee.

L'accord interne arrête les diverses enveloppes financières du 11e Fonds européen de développement (FED), les clés de contribution et les contributions au 11e FED, institue le comité du FED et le comité de la facilité d'investissement (ci-après dénommé «comité FI») et fixe la pondération des voix et la règle de la majorité qualifiée au sein de ces comités.

Notes from the Joint Undertaking's reply that there are ongoing consultations on the methodology to be used for the evaluation of in-kind contributions by member companies of EFPIA in the Joint Undertaking's projects and that individual reports on the in-kind contributions will be submitted following the approval by the Governing Board of the revised model grant agreement; urges the Joint Undertaking and its Governing Board to update the discharge authority about this matter;
