changing the voting rules at the last stage of the comitology procedure (the Appeal Committee), so that only votes in favour or against an act are taken into account; this will reduce the use of abstentions and the number of situations where the Committee is unable to take a position and the Commission is obliged to act without a clear mandate from the Member States; involving national Ministers by allowing the Commission to make a second referral to the Appeal Committee at Ministerial level if national experts do not take a position; this will ensure that sensitive decisions are discussed at the appropriate political level; increasing voting transparency at the Appeal Committee level by making public the votes of Member State representatives; ensuring political input by enabling the Commission to refer the matter to the Council of Ministers for an Opinion if the Appeal Committee is unable to take a position.

8. Le comité travaille, le cas échéant, en coopération avec d'autres organes et comités compétents qui traitent des questions de politique sociale et économique, tels que le comité de la protection sociale, le comité économique et financier, le comité de politique économique, le comité de l'éducation et le conseil d'administration du réseau européen des services publics de l'emploi.
8. The Committee shall work, as appropriate, in cooperation with other relevant bodies and committees dealing with social and economic policy matters, such as the Social Protection Committee, the Economic and Financial Committee, the Economic Policy Committee, the Education Committee and the governing board of the European Network of Public Employment Services.

Ces décisions sont les suivantes: i) décision du comité des marchés publics sur les prescriptions en matière de notification au titre des articles XIX et XXII de l’accord; ii) décision du comité des marchés publics sur l’adoption de programmes de travail; iii) décision du comité des marchés publics sur un programme de travail sur les PME; iv) décision du comité des marchés publics sur un programme de travail sur l’établissement et la communication de données statistiques; v) décision du comité des marchés publics sur un programme de travail sur les marchés publics durables; vi) décision du comité des marchés publics sur un programme de travail sur les exclusions et restrictions énoncées dans les annexes concernant les parties; vii) décision du comité des marchés publics sur un programme de travail sur les normes de sécurité dans les marchés publics internationaux; (ci-après dénommées conjointement «décisions»).
Those decisions are the following: (i) Decision of the Committee on Government Procurement on Notification requirements under Articles XIX and XXII of the Agreement; (ii) Decision of the Committee on Government procurement on adoption of work programmes; (iii) Decision of the Committee on Government procurement on a Work programme on SMEs; (iv) Decision of the Committee on Government Procurement on a work programme on collection and reporting of statistical data; (v) Decision of the Committee on Government Procurement on a work programme on sustainable procurement; (vi) Decision of the Committee on Government Procurement on a work programme on exclusions and restriction in parties’ Annexes; (vii) Decision on a work programme on safety standards in International Procurement; (hereafter referred to collectively as ‘the Decisions’).

"(b) adopt the two annual reports referred to in Article 2(2)(g) and its conclusions and opinions and forward them to the European Parliament, the Council, the Commission, the European Economic and Social Committee and the Committee of the Regions; it shall ensure publication of the annual reports referred to in Article 2(2)(g); the annual report on the Centre's activities shall be forwarded by 15 June at the latest to the European Parliament, the Council, the Commission, the Court of Auditors, the European Economic and Social Committee and the Committee of the Regions".

(11) the fourth purpose of this Decision is to improve information to the public concerning committee procedures and therefore to make applicable to committees the principles and conditions on public access to documents applicable to the Commission, to provide for a list of all committees which assist the Commission in the exercise of implementing powers and for an annual report on the working of committees to be published as well as to provide for all references to documents related to committees which have been transmitted to the European Parliament to be made public in a register;
